Dear Councillors,

As you may remember the Election Review Group was created to deal with issues that arose after the last election. According to plan, in Beijing we will present the main outcome of our work and after the meeting will send a written report to the Council.

During our discussions we identified several issues that are not directly related to our main task. However, we believe that these issues should be explored and addressed, preferably by a larger working group. Therefore I am sending to you the list of the issues (please see the attachment) and looking forward to discussing it in Beijing.
