Please find included last document: the propsoed Guideline for Council election. Note this is NOT for adoption. As agreed, the community will need to be consulted on the final version ( which has not not happened yet). An earlier version wasc circualted in January. This updated versione now includes a proposed mechnism around the removal of Councillors and  a rationale to keep the schedule for Council elections and appointment ccNSO members appointed Councillors “as is”.
