Dear fellow ccNSO Members,

 

Please read this email and preparatory document and slides for information regarding our ongoing efforts to update the Rules of the ccNSO.

 

BACKGROUND

As you will recall from the ccNSO governance sessions at ICANNs 69 and 70, the ccNSO Guidelines Review Committee (GRC) has asked members to consider updating the Rules of the ccNSO, created in 2004 and currently in effect.

 

This effort is about considering updates where current practices and circumstances have evolved over time and may warrant clarification and/or amendment. This effort also seeks to update and correct mis-references in the current rules resulting from interim changes to the ICANN Bylaws, including the Bylaws section number that addresses ccNSO. (The Rules refer to Bylaw Article IX, whereas the Bylaws article addressing ccNSO is now Article 10.)

 

No change will be made to the current Rules, of course, without the required support of you, members of the ccNSO as per the current 2004 Rules – see Rules Section 8 – ‘Changes to the Rules’ (reproduced below).

 

Working methodology – GRC Rules Subgroup

At the ICANN70 ccNSO governance session the attendees agreed that GRC should establish a subgroup to work on moving this matter forward. The GRC formed such a group and I agreed to serve as the Subgroup Chair. The members of the Rules Subgroup are listed below. 

 

Since ICANN70, we as subgroup, have identified areas we believe should be the core of the new membership Rules based on your feedback in the previous sessions. The areas are detailed in the Preparatory document for the Governance session. We ask that you consider these and come prepared to add your insight into whether and how the Rules might change.

 

In addition is a set of slides that we intend to present at the upcoming session next week.

 

Plan for ccNSO Governance Session June 15th and beyond

In addition to the Preparatory document, we have prepared a set of slides, which we will use during the session. Goal of the upcoming session is to seek your feedback and comments whether we are on course with the development of the new membership Rules.  (ccNSO Session on Governance | Tuesday, 15 June 2021 at 7:00 UTC)

 

To encourage your participation in the session we will have two main questions:

  1. Whether you have any questions on inclusion of the topics (Questions for Clarifications)
  2. Your opinion about whether to include the items (and some additional, more detailed questions).

 

In the weeks following the session we plan to send around a survey to membership with some more particular questions.

We plan to take the feedback at the meeting, from the survey and on list and begin the drafting process to show at ICANN72 what we think the Rules would look like based on member feedback.

2004 Rules section 8: Changes to the Rules
8.1 These rules will become valid if approved with a vote of greater than 66% at a general meeting, or by electronic vote.

8.2 Any proposed changes to the rules must be circulated to all members at least twenty-one days before any vote on the proposed changes.

8.3 A change will become valid only if approved with a vote of greater than 66% at a general meeting, or by electronic vote.
