Stephen I’ve done a wee bit of research on this. From section 1.1 of the issues report:
“The Transfer Policy, formerly referred to as the Inter‐Registrar Transfer Policy (IRTP), is an ICANN consensus policy that went into effect on 12 November 2004. The policy governs the procedure and requirements for registrants to transfer
their domain names from one registrar to another, also referred to as an inter-registrar transfer. The goal of the Transfer Policy was to provide for enhanced domain name portability, resulting in greater consumer and business choice and enabling registrants
to select the registrar that offers the best services and price for their needs.”

As such I think I stand by our triage committee recommendation - the idea of ICANN ever trying to insert itself into ccTLD inter-registrar transfer policies seems remote to me.

To my fellow Council members: My gut is telling me that we should have (at least) a representative (“observer”?) on this GNSO PDP. Perhaps I am mis-understanding what the GNSO means by “Transfer” in their sphere, in which case my concerns might well be mis-placed. However, from my position as the chair of the two WG’s involved in ccTLD Retirement policy and subsequent Review Mechanisms, I think there is a need for involvement in what the GNSO is about to embark on, at least informally.
