1. Yes. The Council should consider this carefully.
2. It's both a threat and an opportunity.
3. Irrespective of the fact that .CR have not complained to us, this raises possible questions that affect all ccTLDs - thus a considered public statement will not only be appropriate, but (in my view) necessary.
4. Given the sensititivies which date back to 1999 at least, we must be deliberate and not hasty,
Here's my suggestion . .
We have a short opportunity in the members meeting for any ccTLD person to make a comment.
We discuss this, briefly, as Council on the Council agenda.
Following the Council meeting we have a small team prepare a statement, based on the input received as well as Councillors own views.
This /careful/ statement, when approved on the email list should be issued, probably the following day to the Council meeting.
I would just re-iterate. Let's not be hasty, but we must not miss the bus.
