This is to remind you that April 1st is
the deadline for the Open Forum for Community Feedback on the Framework
for ICANN's FY11 Operating Plan and Budget. We have heard many oral
quesitons and comments this year, but as of today we only have one posted
comment. http://icann.org/en/public-comment/#op-budget-fy2011.
Any comments received will be synthesized and a response posted.
The feedback, if applicable, will be factored into the draft
FY11 Operating Plan and Budget which will be posted by the 17th of
May. At that time another open forum will be established to
encourage public feedback with enough time to synthesize comments before final
submital to the Board at the Brussels meeting in June.

When
you met with the ccNSO in Nairobi, a number of questions were raised (regarding
budget overruns) which remain unanswered. They are set out below and I shall be
grateful if you will provide the information as soon as possible or, alternatively,
let me know to whom these questions should be addressed.
1.
What were the significant unanticipated legal expenses? Were they exclusively
in respect to the .xxx arbitration?
2.
What were the new facilities and how much money was spent on them?
3.
What were the senior level hires that it was necessary to execute rapidly on
and what was the nature of the expenses associated with these?
4.
What were/are the strategic consulting contracts what was the nature of the
expenses associated with these?
5.
What was the nature of the costs associated with delays in key programmes such
as the new gTLD programme?
