I have two primary issues:
1. I think that the delegation of ccTLDs in the
initial instance must be tied to some sort of authoritative list. (Note -
I said "in the initial instance" because I don't think we will find a list with
the IDN stuff, but at least we tie this back to the countries and territories on
the ISO 3166-1 list.) Otherwise IANA/ICANN are in a horrible
situation.
2. I am concerned that the GAC acknowledge that
IANA/ICANN have the ability to act in the event that a ccTLD is acting in a way
that threatens the stability or security of the DNS and/or the Internet.
Admittedly, that's highly unlikely, but in the event, an important
ability. Bill Dee stated in a recent meeting that in that situation
ICANN/IANA should defer to the relevant government. No problem with
contact, coordinate, defer where possible, etc., but if the government is
non-responsive or disruptive itself, that's not enough.
