NOTES | ccNSO Council Prep Call

Welcome by Alejandra. Aim of today’s session is to prepare for the sessions at ICANN72, to determine our approach and speaking points, who to speak at or attend
certain sessions, and who will take notes and report back to Council during our meeting on Thursday, as part of ICANN72.
1. Joint meeting with the GNSO Council
Wednesday, 20 October 2021 (19:00 UTC)
The agenda has been finalised, and is agreed upon together with GNSO leadership. First time the groups meets in a long time.
a.
ICANN's Prioritization framework.
Alejandra suggested that Giovanni will lead this topic. Is there an SOPC member that can speak to our main messaging points, as ccNSO? Giovanni apologised for today’s meeting.
Bart: Giovanni will have a prep call later today, regarding the preparation of the SOPC session at ICANN72. Message to convey to the GNSO Council is rather alerting to the session at ICANN72. The session will focus on 4 areas, as agreed by Giovanni and the
ICANN org planning team:
Alejandra: test of the proposed model at icann72?
Bart: no, the 4 issues will be presented again and feedback from the broader community and ccTLD community will be asked. Based on that, the ICANN planning team will update the framework.
A Hands-on test run will most likely be conducted in January. Who will drive this? Just SOPC? Or rather the broader community. The scope will be important. It will determine what should be prioritized, and what should not?
b.
Related, how do the respective Councils prioritize their work? What method is used, and which activities are part of that prioritization effort?
Jordan sent his apologies. He was available to lead the topic, sharing the evolution of the role of the Triage Committee, and the proposed prioritisation method.
Marie-Noemie: wondering whether the other SO/ACs are implementing the prioritisation objectives. What is their approach, comparison with our approach? Impact: new tools to prioritise.
Bart: what is the method used by each SO/AC, and in this case the GNSO. Which activities are part of it? It dovetails with topic number 1.

As a “chartering organizations”: CSC Effectiveness Review 2.0
Review started on 1 October. Who could lead this part?
Sebastien: regarding the first 2 agenda items, need to speak to GNSO Council leadership team
Regarding the CSC: Donna would be the point of contact for this topic.
She is also replacing Edmun Chung as chair of the ccPDP4
Bart: RT had its first meeting yesterday. From the ccNSO Maarten Simon was appointed, together with Jens (.is). Bart will check with Maarten, whether he is available to speak to
this.
Both Councils have this oversight role. That is why it is on the agenda. What are the expectations from the RT?
d.
How is the coordination between IDN ePDP & ccPDP4 (variant management sub-group) going? Any need to change the set-up of the coordination?
Ai-Chin: I am familiar with ccPDP4, but not with ePDP.
Sebastien: Donna will be at the meeting, and will be representing the ePDP.
Bart: Kenny is the chair of the ccPDP4. Anil has a role in EPDP, and he is Vice chair of the ccPDP4. Bart will ask whether Kenny, or Anil are attending, and Ai-Chin to lead on behalf
of the ccNSO Council. Defer to Kenny and Anil.
2. Sessions during ICANN72, relevant to Council
Particularly relevant, since they will need to be discussed during the ccNSO Council meeting at ICANN72. Appoint a rapporteur for each of the sessions. Rapporteur to take notes.

3. Joint Meeting: ccNSO and ICANN Board of Directors

Introduce ccPDP on retirement to the Board, and ask Board to clarify next steps and timing of these steps and what is expected from the ccNSO, either the WG, the Council
or membership?

Amendment Article 10 and Annex B to enable the inclusion of IDN ccTLD Managers in the ccNSO
Goal is to identify the next steps. Anyone to lead this, from a ccNSO perspective? Ai-Chin volunteered, assisted by Alejandra. Describe why we submitted the request?
Bart: This will be relatively easy. Introduce it, stress why it is important. The response will be straightforward. Quick topic, just to make sure it is on everyone’s agenda. No
need for an in-depth discussion. Just for the community to know what is happening, and what the community can expect. Only question to the Board is: What are the next steps? And when?

Nigel will step down from the Board at the end of the AGM.

Jordan shared some thoughts on the Council mailing list: “We should express a view, I think, that Icann needs to be clear about its very limited role in relation to ccTLDs. It’s
important that governments don’t get the idea that ‘Icann controls the DNS’ and at every chance, Icann could and I think should be clear about the distinction between cctld and gtld realities. “
Alejandra: This is a surprising topic. No ccTLD community common position on how to approach this.
Marie-Noemie: understands the concern. Lots of work implied. What is geopolitically important for ICANN? What is the role/response from the SO/ACs?
Javier: related question by a participant at the newcomer webinar by Pablo yesterday. These questions come up once in a while. Stress that ICANN’s remit is limited, and the ccNSO
role is even more limited. Sovereigns are sovereign.
Irina: icann’s policy making is different when it comes to gTLDs and ccTLDs. Surprising to some. Agree with Jordan’s points.
Not sure that any government wants to be educated or trained. Be careful with wording here.
Alejandra refers to ccTLD News session #2 on Internet Governance. What if we reached out to Pierre, as IGLC chair, to share his observations? Green ticks, no red ticks. Joke to reach
out to Pierre. Suggestion is for Alejandra to do a brief introduction, and Pierre follows up.

Irina: bylaws amendment request, and the discussion regarding the term “territory”. There is a chance someone raises this. We should be prepared.
Alejandra: refer to the public comment period. Correct way to express concerns. We are not defining what a territory is, just use it to be able to group ccTLDs. Important that we
pass this message. Geo-political issues that some countries have are out of scope of the ccnso and icann. We are not here to say what is or what is not a country, we just refer to the standard.

The Internet Corporation for Assigned Names and Numbers (ICANN) today announced an informational session on Domain Name System (DNS) abuse with the ICANN Board before the ICANN72 meeting.
The malicious use or registration of domain names, often referred to as DNS abuse, within the ICANN community has been a topic of significant interest for many stakeholders for many years. The Board will hold a discussion with a panel of senior Internet security
professionals on the topic. The session is designed to allow the ICANN Board to engage directly with various experts as it continues to formulate its views on what are the appropriate roles and responsibilities for ICANN in mitigating DNS abuse.
The panel discussion will be held virtually via Zoom on
22 October 2021, from 16.00 - 20.00 UTC.
