On behalf of the second ccNSO Finance working group you
are invited to a webinar on Thursday, 17 July 2025 at 12:00 UTC. At this webinar the working group
will present their
proposed updates for
2013 ccNSO Guideline on
ccTLD
voluntary
financial contributions to ICANN. The webinar will kick-off a period in which you
can provide your comments and feedback to the Working Group (from 17 to 31 July 2025). Your
feedback will be considered
by the working group,
before they will submit their final report to the
ccNSO Council
for adoption.
The draft report, including the 2025 ccNSO Guideline
will be shared with you by 15 July 2025 at its latest.

BACKGROUND
The ccNSO Financial Contributions Guideline, adopted in November 2013, is
expected to be reviewed every five years. The first review in 2018 led to invoicing process improvements. The second review, which began at ICANN81, is now concluding.
The FIN2 WG was tasked with reviewing and improving the existing financial contribution model to ensure it is fair, equitable and encourages voluntary
contributions at a reasonable level. The group focused on
The Shared Cost model—also known as the value exchange model—was originally developed in 2013 as a joint effort by the ccNSO and ICANN org. It
outlines how ICANN and ccTLD each bring value to each other , and how costs incurred
are allocated. The WG
recommends that ICANN receives a
fair compensation to ICANN for services that benefit the ccTLD community.
Recently, the FIN2 WG and ICANN org revisited the 2013 calculation methodology. The model has now been updated using ICANN’s FY26 Budget data.
