As you know the retirement policy was adopted by the Board at it meeting during ICANN75. ICANN org / IAAN staff will start the implementation. As you will recall for the last Council meeting, the Review Mechanism and IDN policy are expected to be completed next year andl be submitted to the Board. At some point they will need to be implemented as well.

As you also know the ccNSO does not have any experience on how to organize its role , if any with respect to implementation of policy proposals.  As discussed and given that in the near future various policies will need to be implemented, it is advised to develop a process/procedure on how to handle implementation of ccNSO policies from a ccNSO perspective.

These internal procedure could be developed by either:

• the ccNSO Council
• the GRC
• new working group

Given its mandate, experience , working methods, and track record the GRC is probably best positioned to take on this work item, and preliminary discussions indicated that they are willing to do so.

Decision required:

The Council request the ccNSO Guideline Review Committee to develop and propose to the community and ccNSO Counci a ccNSO internal procedure or Guideline on role and expectations from the ccNSO and/or ccNSO group with respect to the implementation of a ccNSO recommended policy as adopted by the ICANN Board of Directors,. The GRC is requested to look at already existing procedures, developed by the GNSO (see Implementation review team Principles and Guidelines, https://gnso.icann.org/sites/default/files/file/field-file-attach/2016-12/irt-principles-guidelines-23aug16-en.pdf ) and similar procedures and documentation from ICANN org.
