Dear Councillors,

The ccNSO secretariat is now initiating the selection process whereby the ccNSO Councillors are required to select a candidate to become a member of the Customer Standing Committee (CSC), which ensures the satisfactory performance of the Internet Assigned Numbers Authority (IANA) naming function.

You are now expected to review the applications and rank the candidates, based on how well the candidates meet the set of requirements as listed in the call for expression of interest. Further instructions are included below.

Please find the additional materials as submitted by the candidates attached, as well as the information they submitted in the application form (see excel file enclosed).

2 candidates applied to become a CSC member (in chronological order):

Hank Nussbacher (.il) – AP region
Frederico Augusto de Carvalho Neves (.br) – LAC region

Note:

Hank selected the AF-region in the application form, but ICANN lists Israel as part of the AP region.
Frederico Neves (.br) was appointed in June 2021 for the remainder of Alejandra's term. He now submitted his application for the term starting 1 October 2021.

Background

The ccNSO Council issued a call for expressions of interest targeted at candidates from either the African, Asia-Pacific, Latin American And Carribean or North American region to become a member of the Customer Standing Committee (CSC)

Term of Appointment

In accordance with the charter of the CSC, the regular term of appointment shall be two (2) years. Next term start: 1 October 2021. A member may be re-appointed for two additional terms (in total 3 terms). For an overview of the current members and liaisons, go to https://www.icann.org/en/csc/members-liaisons

In April 2021 one of the two current ccNSO appointed members on the CSC, Alejandra Reynoso, indicated she wants to step down from the CSC as she was elected Chair of the ccNSO. Following a call for expressions of interest and a Council selection process, Frederico Neves (.br) was appointed in June 2021 for the remainder of Alejandra's term.

Based on each of the individual Councillor’s rankings, the Secretariat will prepare the overall ranking of all candidates and report the ranking to the ccNSO Council on Tuesday, 3 July 2021.

Selection Process

After closure of the call for volunteers, the materials submitted will be sent to the ccNSO Councillors eligible to select the members for the roles of CSC member. Based on each of the individual Councillor’s rankings, the Secretariat will prepare the overall ranking of all candidates and report the ranking to the ccNSO Council on Tuesday, 3 July 2021.

Candidate qualification requirements

ccNSO candidates are expected to have the support of a ccTLD manager (whether members or non-member of the ccNSO).

CSC members will be selected based on how well they meet the following set of skills and experience:

Direct experience and knowledge of the IANA naming function
Analytical skills, ability to interpret quantitative and qualitative evidence, and capacity to draw conclusions purely based on evidence.
Experience in managing and/or participating in committees (e.g. meeting coordination, reporting, and escalation) in order to contribute meaningfully to CSC processes
Demonstrated ability in relationship management to support diplomatic discussion, consensus driven decision making, and productive negotiation
Excellent communication skills in order to represent ccTLD interests and to keep the ccNSO and broader ccTLD community informed on progress
Ability to work and communicate in written and spoken English.

Further a candidate:

Should commit to actively participate in the activities of the CSC on an on-going basis
Should be employed or have active backing by a ccTLD manager and should demonstrate the support by the ccTLD manager in respect to the required time commitment to participate actively in the CSC. In addition, and in accordance with the charter of the CSC, only if a candidate is considered to meet the above criteria the following diversity criteria should be taken into account:
- Geographic regions;
- Gender diversity;
- Type, experience and size of ccTLD manager.

The Customer Standing Committee (CSC) is comprised of representatives with direct experience and knowledge of IANA naming functions. Please refer to the CSC Candidates Qualification Requirements for details about candidate selection or the CSC Charter for the full text of the CSC scope and responsibilities.

About the Customer Standing Committee (CSC)

The CSC ensures the satisfactory performance of the Internet Assigned Numbers Authority (IANA) naming function. The CSCis responsible for monitoring Public Technical Identifier's (PTI) performance of the IANA naming function against the service level expectations in the IANA Naming Function Contract. The CSC analyzes performance reports provided by PTI and publishes its findings. The CSC is authorized to undertake remedial action to address poor performance of the IANA naming function, and if performance issues are not remedied, may escalate the issues to the ccNSO and GNSO.
