One of the things we will need to do is to come up with a ccNSO policy for the utilisation of ICANN's travel funding. This is something that I think the Council should refer to the Procedures Working Group and request them to make some proposals for consideration at Cairo.
Meanwhile, because the funding is available for Cairo and because it is acknowledged that we won't be able to come up with our policy prior to Cairo we will need to make some interim decisions.
The key points are:
The names of the funded people for Cairo need to be in by 27th August!
The ccNSO can support 9 travellers in total (plus the three NomCom appointees). Should the ccNSO not find 9 people to fund for the meeting the unused "seats" can be carried over within the fiscal year.
NB: I think this number is incorrect since it seems to be based on the Council having 20 members when in fact we have 18. On that basis funding would be available for 8 not 9 (assuming that 7.5 would be rounded up rather than rounded down).
It is up to the ccNSO to decide whether the travel funding is spent on supporting councillors or any other individuals that are considered as being useful to the work of the ccNSO (liaisons, observers, working group chairs, speakers etc.).
ICANN takes care of the hotel booking. However, plane tickets will be booked through an ICANN designated travel agent - either coordinated by ICANN staff, or by the traveller himself. Note that there is probably some flexibility here fir Councillors who are required to have their travel booked by their own organisation (such as some universities)
The funded person will be listed on a publicly available ICANN website
The funded person is expected to write a meeting report afterwards. This will be posted on a publicly available website.
I am not intending to take any funding for Cairo so we need to come up with 8 (or possibly 9) nominees within the next 7 days.
I would strongly support one of the funding seats being given to Eberhard so that he can continue to organise Tech Day.
May I suggest that those Councillors who would like to take advantage of the funding send a note to Gabi and me by no later than Monday 25th. If we receive more nominees than there are seats, we'll then have to figure out a process for deciding.
