Greetings Irina and Bart, Thank you Irina for bringing the “completion” of the “PDP3 Retirement implementation” within ICANN Org (and presumably, IANA) to the Council’s attention. Not sitting on the Triage Committee, I was not aware of this proclamation on behalf of ICANN Org. As the Chair of the PDP3 WG with regards to ccTLD Retirement and the Review Mechanism, I of course have an extreme interest in how ICANN Org (and the Board) are handling these matters. For the record, I find the complete lack of communication between ICANN Org/IANA/ICANN Board to the ccNSO Community regarding their implementation of the adopted Retirement Policy distressing. I fear we are going down the same rabbit hole with respect to the Board and their consideration of the proposed Review Mechanism policy. Are we as the proposing SO going to sit idly by whilst the Board repeats their back side scratching for over a year as they did with the Retirement policy? I think we as the ccNSO Council need to call the Board out on their inaction on policy which has been developed by the ccNSO Community, with consultation with other SO/AC’s, approved by the ccNSO Community, and finally, endorsed by the ccNSO Community, and has withstood not one, but two community-wide public comment periods. What is their hesitation here? More importantly, what is behind their inability to communicate to the ccNSO Community their hesitation to express their potential concerns regarding the proposed Review Mechanism policy? Greetings Irina, I have been playing in ICANN’s sandbox since before the turn of the century; I cannot say that ICANN Org is as attentive to cleaning out the cat litter today as they were a few years ago. In my dotage within this institution, my tolerance is decreasing… You write: “@Stephen Maybe we can just kindly ask ICANN org to provide us with the status of Retirement Policy implementation?” To which I respond: Yes, we can, but that is yesterday’s issue. Informally I know that they are close to sorting it out from an administrative standpoint, if they have not already. I have had multiple discussions with IANA staff over the last 12-18 months on this topic. All is good there. I am comfortable with what has been sorted out internally. My issue is with the recently ccNSO approved Review Mechanism Policy. Are we going down the same rabbit hole where the Board is silent for a year or more before rendering a decision, as they did with the Retirement recommendation? To Review: The PD-3 WG had well over 100 meetings on these two topics (Bart, you might be able to break that down…). With respect to the Review Mechanism policy, we reached consensus. The policy was submitted to and approved by the ccNSO Council. It underwent a Community wide public review process.. It was subsequently approved by the ccNSO Community. It was then submitted to an additional Community review process by the Board. And now, the Board is silent… For months now… I realise that our two Board members read in copy on this list; I cannot expect them to respond.
