Re: [ccTLDcommunity] Call for Nominations Director ICANN Board seat 11 closed
Hello Mathieu, All, Thank you Mathieu for reaching out to ask these questions. I'm sorry that we will not be able to chat face to face in Hyderabad.
1. What would, in your opinion, be reasonable grounds for the ccNSO to initiate a process to remove a ccNSO appointed Board member ?
I think, in simple terms, if the Board member has lost the confidence of the majority of the ccNSO members (for whatever reason) then that would be reasonable grounds. That said, if I was the board member in whom a majority of the ccNSO members had lost confidence, I can assure you that I would resign without requiring the ccNSO to go through the Board member removal process under the new by-laws.
2. Are you going to run for the Chair position ? Will you, in case you are elected, consider that it changes any of your commitments to the ccNSO ?
Not this year. I cannot say what I will do next year because I do not, at this stage, know. However, if I were Chair then whilst it would mean a greater time commitment, I do not believe that it would in any way alter my commitments to the ccNSO.
3. What are your commitments to the ccNSO ?
I am as passionate as I have always been about the ccNSO and its role in the ICANN model including that it provides legitimacy to ICANN in a way that gTLDs cannot because of their contractual obligations. I am immensely proud of what the ccNSO has become and what it has done along the way. I have played a small part in some of those things (IDNs and the fast track being the one to which I am most emotionally attached) and am delighted to be able to continue my association. As a Board member I have striven and will continue to strive to maintain my connection with the ccNSO and ccTLD community. It is very easy to become detached because of the amount of time (especially during ICANN meetings) that the Board spends ‘in its own company' or in the company of other SOs and ACs. It is my intention to continue to work hard to ensure that this does not happen with me. In practical terms my commitment is to ensure that the views of the ccNSO and the ccTLD community are, when required, vigorously advocated to the board and that whatever decision the Board may make on an issue that concerns ccTLDs, they have a crystal clear understanding of the views the ccTLD community and the likely consequences of any decision they make. I hope this answers your questions. I will be happy to provide more information or answer further or supplementary questions. Cheers, Chris

In advance of the Q&A session planned in Hyderabad (which I will only attend remotely), I would like to ask you some questions. The reason why I am asking these questions is that I hope we can use this exchange to strengthen the relationship between the ccNSO community and its representatives on the Board, especially in light of the recent “empowerment” of the community. I would appreciate a written response, so that our community can keep track of the associated elements.

I am happy to elaborate if anything was unclear, and thank you again for your commitment.

Hi Chris, Congratulations on the nomination and thank you for accepting it! I have a few follow-up questions and as Mathieu suggests, since not everyone will make it to Hyderabad, it makes sense to have this Q&A on the list. ‘How will you ensure transparency with regards to your business interests?’ ‘How will you remain aware of the day-to-day concerns of a registry manager?’ ‘Could you envisage a situation (conflict of interest or other) that would make you want to resign from the Board?’ ‘Will you have enough time to spend on ICANN Board matters?’ Looking forward to your thoughts on these on the list and at the Q&A in Hyderabad! Hello Peter, All, Thanks!
‘How will you ensure transparency with regards to your business interests?’
There is a requirement for Board members to declare business interests that are relevant and that declaration is published. I have always had a tendency to ‘over declare’. I extend that to be an obligation for me to the ccNSO. If I were to take on a roll in the internet world I would write to the ccNSO. Further, if a company that I was involved in were to undertake any work of relevance, even if it did not personally involve me, I would also declare it.
‘How will you remain aware of the day-to-day concerns of a registry manager?’
I maintain close relationships with a number of ccTLD managers around the world. I will be attending ccTLD regional organisation meetings whenever possible (as you know I was at CENTR in Serbia a few weeks ago). I am on the relevant lists. I am available, at all times, to the ccTLDs to talk, discuss, debate and learn. I would be very happy to put in place regular calls with the ROs and/or the ccNSO for briefing sessions and discussions.
‘Could you envisage a situation (conflict of interest or other) that would make you want to resign from the Board?’
Yes. Conflict of interest is the obvious example. Another would be not having enough time to spend on ICANN Board matters or indeed to do justice to being a Board member elected by the ccNSO.
‘Will you have enough time to spend on ICANN Board matters?’
At this stage yes and I don’t foresee that changing. However, if it did, see my answer to the previous question. I hope this starts to answer your questions and look forward to our discussion later this week or indeed to responding to any other questions on the list. Cheers, Chris
