Unless the rest of Council disagree, I think we should have some discussion, whether by email or by teleconf. And obviously, Pablo will be excused from that (although I don't see an issue that he will read this particular email which I'm sending to the Council list). I do know two of the candidates personally, but I do not think selection should depend on personal knowledge, but on - the quality of the Application Letter ("letter of motivation") - the CV (skills, history) of the person concerned - the criteria that we, as the representatives of the ccNSO want to apply to this post. The first two are uncontroversial, and part of any proper selection process. The third needs some discussion. In the past I feel we've adopted a "fit-and-forget" approach, picking a "good communuty member" and not worrying about feedback too much after they are active on the NomCom. Although we have influence on the ICANN Board through our own two elected Board members, we should not neglect to consider the influence that ccNSO appointed members can play in cross-constituency bodies, as I discovered in the Ethos Panel. So I suggest that we should be looking to see that the Nomination Committee appoints future office holders in a way that will promote ccTLD interests. (Let's not forget that in addition to the Board, NomCom appoints three members to our very own Council. We've been very fortunate with the quality of the NomCom appointed members in the past (please take a bow -- but I would hope we could, through our choice of NomCom Member, help ensure this continues.) Hi Nigel, hi all, I absolutely agree that we should not make a choice based on the mere fact that we personally know the candidate. Quality of application and CV are indeed the most important matters and we are used to evaluate on such basis from earlier selection methods (CSC, RZERC). I agree that the third criterion also deserves our attention but I’m not convinced however that we would need further email exchanges or a teleconference. I think that the NomCom selection criteria can provide enough guidance in that perspective. I think that the question regarding the influence of (ccNSO appointed) NomCom members is an important one but I’m not entirely sure where I stand. I can understand that we would aim to have as much influence as we can as ccNSO but on the other hand isn’t the essence of NomCom that they elect certain positions independently from SO’s and AC’s? Maybe this is a topic to discuss further in the Council or during a ccNSO members meeting? I haven’t excluded Pablo from this mail thread as for now since we are not discussing individual candidates. From my conversations with our current representative on the NomCom I understood that, taking into account our ONE seat, our possibilities to influence the outcome of selections is close to zero (yes, there is a lot of work to review all the applications and interview all the candidates but at the end of the day we have only one vote while, e.g., GNSO has 7 seats and ALAC - 5). Therefore I propose that we do not overcomplicate things with our representative.
I think that we as the Council need to discuss and get actively involved in: - NomCom review - currently the NomCom undergoes the review. We need to be ready to provide our feedback - we can review our requirements regarding NomCom selected councillors and update them if necessary (e.g., I think we should ask them to pay more attention to regional diversity - with three seats they have to fill and five regions it should be doable as long as they have a pool of candidates to select from) - GRC is planning to review/update our internal guideline on selection of our representative to the NomCom. GRC is happy to receive suggestions/comments/proposals. - we select our representative to the NomCom every year. Please take that into account (e.g., if you think that a call to discuss candidates is necessary then let's include it in the guideline and plan accordingly for the following years as well) - anything else?

Dear all, As a former Nom Com representative I could say: 1.- the "influence" that we could have is basically "damage control", in terms of help to choose people that could be helpful and not headache for the ccNSO council. 2.- I offer myself to contribute withe the team that is reviewing the Nom Com process but they didn't contact me. 3.- It's a really hard work, because your role is like a headhunting recruiter. 4.- It's possible and I recommend to participate 2 years term, in order to got the benefits of the training in this role. 5.- I could say that to be "old usual suspect" help me to conduct some discussions, because we know a lot of people by the years and could help to have better appreciation of the candidates to all the seats that is needed to fill (sometimes) 6.- skills? That the NomCom review panel did not contact you after you reached out to them is a bit odd, to say the least... I always suspected that your point 3 was the case --very hard work indeed. I also concur with your point 4: If someone steps ups to do this, they should represent the ccNSO for the two year term, simply because of the learning curve. We need to be ready to provide our feedback - we can review our requirements regarding NomCom selected councillors and update them if necessary (e.g., I think we should ask them to pay more attention to regional diversity - with three seats they have to fill and five regions it should be doable as long as they have a pool of candidates to select from) - GRC is planning to review/update our internal guideline on selection of our representative to the NomCom. GRC is happy to receive suggestions/comments/proposals. - we select our representative to the NomCom every year. Please take that into account (e.g., if you think that a call to discuss candidates is necessary then let's include it in the guideline and plan accordingly for the following years as well) - anything else?

I do know two of the candidates personally, but I do not think selection should depend on personal knowledge, but on
- the quality of the Application Letter ("letter of motivation")
- the CV (skills, history) of the person concerned
- the criteria that we, as the representatives of the ccNSO want to apply to this post.
The first two are uncontroversial, and part of any proper selection process.
The third needs some discussion.
In the past I feel we've adopted a "fit-and-forget" approach, picking a "good communuty member" and not worrying about feedback too much after they are active on the NomCom.
Although we have influence on the ICANN Board through our own two elected Board members, we should not neglect to consider the influence that ccNSO appointed members can play in cross-constituency bodies, as I discovered in the Ethos Panel.
So I suggest that we should be looking to see that the Nomination Committee appoints future office holders in a way that will promote ccTLD interests.
(Let's not forget that in addition to the Board, NomCom appoints three members to our very own Council. We've been very fortunate with the quality of the NomCom appointed members in the past (please take a bow -- but I would hope we could, through our choice of NomCom Member, help ensure this continues.)
(I'd be grateful for responses to this -- always bearing in mind that once we start discussing actual candidates, any candidate needs to be recused from receipt thereof).

That's VERY helpful!!
1.- the "influence" that we could have is basically "damage control", in terms of help to choose people that could be helpful and not headache for the ccNSO council. 2.- I offer myself to contribute withe the team that is reviewing the Nom Com process but they didn't contact me. 3.- It's a really hard work, because your role is like a headhunting recruiter. 4.- It's possible and I recommend to participate 2 years term, in order to got the benefits of the training in this role. 5.- I could say that to be "old usual suspect" help me to conduct some discussions, because we know a lot of people by the years and could help to have better appreciation of the candidates to all the seats that is needed to fill (sometimes) 6.- skills? Patience, negotiation, research, scope of the SOs of Icann and knowledge of Icann it self.
