Council procedure: your DECISION/ADVICE IS NEEDED!
Dear Councillors, Your DECISION/ADVICE IS NEEDED! Some time ago the Guidelines Review Committee started updating the guideline on Council's roles and responsibilities to reflect the need to describe our internal voting mechanism in cases when we have several volunteers to fill positions on the Council. I just realised that the work on this guideline was put on hold because all our attention was focused on approval and rejection actions. Unfortunately, the need to update this guideline completely slipped off my mind and only now I realised that we need a procedure in place for our face-to-face meeting in San Juan. The updated guideline (as it is now) is attached. Technically, we have time to approve it according to the Rules of the ccNSO. However, the guideline has NOT been formally ratified by the GRC. Therefore, it might not be the right way forward for the Council to adopt it now. On the other hand, we need a procedure and the proposed guideline describes it. Maybe we could agree on the procedure as it is outlined in the document and wait for the guideline to be officially submitted after our meeting in Puerto Rico? What would be your preferred way forward? The summary of the procedure would be as follows: - If we have several volunteers for a role/position, we run a vote by a secret ballot, - Chair and vice-chairs should each represent a different ICANN geographic region, - First we elect the Chair, - If there are several candidates for the positions of vice-chairs from the same region, the selection is first run among them, - If there are still more candidates than vice-chair positions (i.e., more than two), the selection is done by a secret vote, - If several candidates receive the most number of votes, a run-off selection round is run.
