Thanks for all the efforts by GRC and all who have been engaged. I think the draft is very well-conceived. I have one minor comment on the draft. The bottom of page-2 goes "Operating Standard should be in place before starting a Specific Review2, not to be legalistic, but to ensure: 1. the basic methodology to run reviews is in place before they start, and, 2. the expectations of all stakeholder with respect to the Reviews are aligned." How about changing the order of 1 and 2? I think the reverse order may make readers feel more natural because "expectations of stakeholders" should be considered first before defining "review methodology".
