Minutes were distributed (rather late, apologies for this) Minutes adopted. All actions are completed. 3) Overview inter-meeting Council decisions none. 4) Approval membership application .dk (Denmark) Glad to see another very active member. No outstanding issues. Approval from IANA. Moved by Becky, seconded by Stephen. Young-Eum: expresses her huge appreciation for the fact that DK is joining as Member of the ccNSO. This is one of the ccTLDs that contributed greatly to this community. no-one against, no-one abstaining. All in favour. 5) IANA Stewardship transition and CCWG –Accountability 5.1 Broaden mandate of ccNSO Guideline Review Committee GRC develops internal procedures related to implementation CWG-stewardship proposal. New ICANN bylaws require implementation other processes and procedures. GRC asked to work on new internal procedures. Draft resolution on screen. Moved by Stephen, seconded by Nigel. Against? no-one Favour? all Abstaining? no-one 5.2. Progress ccNSO Guideline Selection ccNSO appointed member RZERC. Root Zone Evolution Review Committee. ccNSO appoints 1 member. Charter out for public comments. Window closes on 5 July. GRC has draft guideline prepared. Discussion on requirements for applications to this committee. Timeframe is not as tight as in the case of the Customer Standing Committee. 5.3 Letter CCWG-Accountability. e-mail from the co-chair forwarded to the council. Another document, developed by finance committee ICANN Board was forwarded as well. vice-chair Byron, who is responsable for oversight accountability tasks, is unfortunately not here at the moment. Becky: " everybody has seen the reports on CWG WS1 and various community members expressed alarm about the pace of spending associated with this. A huge amount of complex work was done. Significant amount of legal work was required. New process for community, with big budget implications. There was no formal finance or budgeting controls at one point in time, but this is an effort to change that. Katrina forwarded yesterday an email, that Eberhard has expressed wish to step down. Ready and willing to continue if there is no good replacement. Mathieu Weill has agreed to continue as co-chair of the WG. Moved? Debbie Stephen seconded Young-Eum: could we please acknowledge again the work done so far. We did this before, but now we move to a second stage. Acknowledge the 5 members of the ccTLD community that participated and contributed so actively. in favour? all Secretariat will ask whether they want to stay on, and subsequently launch a call for volunteers. 6) CSC membership Selection 6.1 Call for volunteers call for expression of interest. Guidelines CSC now available on ccNSO website. Secretariat to send out EoI for ccNSO appointed members. Appointed by the ccNSO Council. Open to ccTLDs, regardless of their ccNSO membership. Secretariat asked to create a separate page with more info on this. 6.2 Selection Committee or full Council decisions Deadline: 22 July Afterwards full slate members and liaisons needs to be approved. This must take place before 12 August. Council agreed to have a "Selection Committe" that will liaise with GNSO Council and RySG. Doodle poll: we cannot ensure a quorum on the council calls. Suggest we authorise the selection Cmtee to approve the members and the full slate. Bart: Selection Committee is now complete. Judging by the names presented to us, confident that they will be able to select the members that will be the most qualfied for the job. Important first step to present to the whole internet governance community, that needs to be done in a manner that all can agree on. Members will be selected by all the councillors added Katrina Ching: Glad to see Katrina in this important role. Minor procedural question: before we vote, can the selection committee abstain? Katrina: no, not required to abstain. Bart suggested to turn it into 2 motions. There is no conflict of interest, since there is consultation with all councillors. Important that we vote for the principle Peter Vergote: Doodle poll pointed out that we might not be quorate during the phone calls. Hence the logical decision to have this Selection Committee. Ching: echo what Peter said. Time is tight. Council makes the decision. It is not for the Selection Committee to go ou and search. It is up to the memebrs to nominate. We really need to hear from members, and non-members (all ccTLDs) Young-Eum: when council makes its ranking choice, only those councillors that did not put their name forward will be eligible to rank. in favour of draft resolution? all After closing EoI, Secretariat will send list to non-conflicting councillors. Internal procedure for council to be sent end of next week, before you receive the names. CSC Selection Committee must be available to do its duty. 7) PDP Review Mechanism and Retirement Framework In order to launch the PDP in Hyderabad, we need to do the preparatory work. Issue report needed. Issue manager appointed in last meeting. Tentative timeline needed for the issue report. Out for public comments before our F2F meeting in India. Draft Resolution Moved by Becky, seconded by Stephen Becky: this is the next phase in the serious work on issues related to elegation, revocation and transfer of ccTLDs. We made great process in moving forward on FoI. (Framework of Interpretation). Time for an issue report. We have solicited volunteers across ccNSO to participate in an oversight committee. Further discussion in Hyderabad foreseen. Ching: when looking at the overall ICANN processes, point out whether this will impact the IDN ccTLD Fast track? will the PDP review team need to considerate this? Outcome of this group also applies to IDNccTLDs, added Bart Boswinkel. Scope is broader than just ASCII ccTLDS. On both processes, it is clearly stated that the rules on delegation and redelegation also apply to IDN ccTLDS. Nigel added that he would prefer a single process PDP. Choise between 2 and 3 is not that big, but choice between 1 and the rest is big. Becky: single process, but in parallell, was indeed the wish expressed in Marrakech. We are not deciding upon this today, but in Hyderabad. We are deciding on an issue report today. Issue report needed in good time before the meeting in India. In favour? all 8) Outcome ccNSO Council Survey Easiest and most correct first step is to ask the community, what do you expect from us? What do you think of the work we are currently doing? Slides presented yesterday during ccNSO Member Day 2 with survey results. Thoughts on the next steps to be taken by ccNSO Council to meet the community expectations? Young-Eum. Pointed out that there should be distrinction between responses by councillors and non-councillors. However, Hiro said that he expressed the viewpoints of the registry, not of an individual councillor when he answered the survey Katrina is more interested in the negative responses received. Ways to improve the communication to be explored. Next council meeting to be used to look more into the details. Survey was closed on Friday. Now time to review and analyse the outcome and come up with some suggestions. Becky: will we look for more answers? Peter suggested that before re-opening the survey, we should see whether we can get some more qualitative data out of the current survey results. relative high number of responses. To be discussed in next council meeting. 9) Report WG EPSRP Extended Process Similarity Review Panel. WG tasked to report , delivered draft report that needs to go through a public comment period. Giovanni is chairing the WG. Next step is public comment, and then updates to the report might be needed or not. Then sent to council. WG to be informed that the public comment period needs to start 10) Council Updates Chair update: skipped. Demi: will be involved more in the future. Byron: parallel activity OECD digital economy meeting. primarily policy makers there. There seems to be more and more voices of an open, permissionless and borderless internet. However security is a fundamental topic. Please be involved with your local national governmentsm and be advocates for an open, permissionless and borderless internet. Become a trusted advisor to them. Becky: Has been elected by the contracted parties stakeholder Group to replace Bruce Tonlkin when he retires from the ICANN Board in November. Will be resigning from ccNSO Council after the meeting in Hyderabad. Abibu participated in event in Botswana an provided update on ccNSO PDP. 11) WG updates received during meeting 12) Liaison Updates written, shortly after meeting 13) Next meetings 11 UTC - 19 UTC alternating. Young-Eum agrees with concept of alternating. Can we move the time of 19 UTC slightly forward or backwards? It is 3 am for many of us. Katrina: we tried to come up with something that is somehow convenient for as many councillors as possible. Debbie: critical meetings at 11UTC. 19 UTC is hard for colleagues in Asia 14) AOB Stephen: ALAC liaison Ron Sherwood is currently recovering and wished us a productive meeting. We wish him speedy recovery. New format, policy forum. What to recommend to programme WG? Time-efficiency is absent. the shorter meeting does not ensure spending less time during an icann week. People liked the cross-community sessions. Postive feedback on geo names session. Maybe cross-community sessions to be schedule not only in Type B meetings. Less people were expected to show up at the policy forum. Shorter meetings such as policy forum and GDD work for Ching. Concerns about meetings and decisions taken during those meetings, when they last 6 or 7 days. Meeting C will be very long. Community wishes to have ccNSO Member Days on Tue/Wed. With a cocktail on Tue evening. Not sure whether this will work, but we will keep everyone inforrmed. Byron: not everyone able to attend 9 days. Would be good to have 2 members days meetings back to back, and not spread out over time. Alejandra: announcement regarding the last cross-community session in Hall A.
