***SENT ON BEHALF OF THE GRC SUBGROUP ON RULES OF THE CCNSO*** Dear members of the ccNSO, Following the ICANN72 Governance session [72.schedule.icann.org]<https://urldefense.com/v3/__https:/72.schedule.icann.org/meetings/zQgMuxTwRu...> on updating the Rules of the ccNSO, the Rules Subgroup has considered the input and polling results and we now note our plans to work toward closure on this project early in the new year. First, we are in the process of making slight changes to the draft of the new rules as indicated by the Governance session. We expect to close the document by Friday Nov. 19th and will send it to this list then. There will be no more columns showing prior rules and rationale for changes – the new document will just the draft of the revised rules. In our view, the new draft will be final except for one section – that being the section on the quorum rule for electronic voting by members (Section 2.2). We will indicate the option which we recommend in the document. Second, we are planning another ccNSO community webinar in the December 7th or 8th timeframe. The purpose of the webinar will be to review/explain the document and get feedback, especially the quorum issue. Third, we will welcome final feedback to this new document and will ask you to please send that input on list by December 21st. Following these steps, we plan to finalize the document to submit to Council with a report describing our work and findings. We expect that will very quickly lead to the announcement and holding of a members’ vote on the document. Remember, no change to the Rules can be made that does not meet the change requirements in Section 8 of the current ccNSO Rules [ccnso.icann.org]<https://urldefense.com/v3/__https:/ccnso.icann.org/en/about/rules.htm__;!!Pt...>. The Rules Subgroup will assist Council with outreach for such a vote – we expect to hold two explanatory webinars in February in order to facilitate attendance across all time zones. We are hopeful that new Rules may be adopted and in place prior to ICANN73.
