Hello Chris,
Please find attached the Draft Final Report from the ccTLD Delegation, Redelegation and Retirement Working Group. The report will be published shortly and public submissions invited, closing Wednesday 16 March.
This Final Report is a summary of the findings of the 4 individual reports on Retirements, Delegations, Redelegations with consent, and Redelegations without consent of the incumbent operator.
The Working Group unanimously support this final report.
The 4 interim reports have already been through extensive consultation and the initial recommendations remain unchanged. I would therefore be very surprised if any new submissions would be forthcoming that would result in any modification to the final recommendations.
I would therefore suggest that the attached report be circulated to the ccNSO Council at the earliest opportunity, and that the Council might consider an early commencement on establishing a new Working Group for the development of the "Framework of Interpretation" relating to delegation and redelegation of ccTLDs. There is a far less urgent need to consider the PDP for Retirement of ccTLDs, due to the low frequency and numbers of Retirements.
I would encourage the Council to consider the establishment of the new Working Group with some urgency, to ensure impetus from the expediency of the current WG is not lost or stalled.
