This draft is being shared in advance of the ICANN83 meeting in Prague. As noted in the draft report, the WG is still finalizing its deliberations on the specific details of the amended Guideline it intends to recommend. Nevertheless, the WG believes that this ongoing work should not delay the presentation of several key elements: the proposed cost model (Section 2); the findings from the fact-finding efforts, including the consultations held in Seattle and the May 2025 survey (Section 3); and the proposed principles intended for inclusion in the revised Guideline (Section 4).
