Dear Bart, Question 2 is, in fact, from Sokol. I only amplified it to point out that the new CEO already set an African committee to propose to him an ICANN strategy for Africa. I also saw an email showing some similar work recently started in LAC region. Oops, my apologies, Bart & councillors. I didn't read Bart's email well to see my name is only allocated to raise the question, not to say I'm the one who proposed it. So PLEASE IGNORE my earlier message:-( I will raise the question. This is a very specific, timely and interesting question. Personally, I believe a more comprehensive and IETF-like intellectual property policy (more than patents) is need in ICANN. In addition to patent disclosure in due course, there should be other policies on patentees' obligations to ensure royalty-free or RAND licesning to affected community members. Hong
