I have just a couple of comments: * Q1: I agree with the comment. Functional separation should be seen in terms of, what do you need/want to achieve from separation. I am not sure I see any reason to do that at this stage. * Q2: Again I agree with the comment, but I wonder whether it would be useful to have specific reference to the need for transparency and predictability of the rules - documentation of what policies are (essentially a re-statement of the comment on the Delegation, Re-delegation and Retirement Working Group). * Q3: On "automation", it might be worth mentioning that this is particularly important before the workload increases as a result of new gTLDs. I would like to see a reference back to the US government's four principles of 2005, one of which is to national sovereignty of ccTLDs. To some extent, ICANN treats their stewardship of IANA as their right to bestow or withdraw delegations. * Q5: I would welcome some reference to process improvements: o Automation of process o Improved documentation o Audit trail o Opportunity to appeal * Q6: While I agree with the general comment, I think that we could add a suggestion for a better authentication process (for example through signed requests and confirmations). The current process has the request sent through an on-line (and publically available) form and verifications are through unsigned responses to unsigned mail sent to two e-mail addresses listed in the public database.
