Fundamental Bylaws Amendments to Articles 17 (Customer Standing Committee) and 18 (IANA Naming Function Review)

On 3 May 2026, the ICANN Board approved two Fundamental Bylaws Amendments to Articles 17 (Customer Standing Committee) and 18 (IANA Naming Function Review) of the ICANN Bylaws. The amendments are identical to the texts that were posted for a 40-day public comment period on 11 February 2026. The proposed changes update the CSC's composition and effectiveness-review cadence, and adjust how the interval between Periodic IFRs is measured. WHY IS THIS IMPORTANT TO US? The Article 17 (Customer Standing Committee) revisions are the broader package. They respond to the CSC Effectiveness Review Team's recommendations and would, among other things, introduce alternate members and liaisons, adjust the attendance and removal provisions, update terminology from ccTLD "operators" to "managers," and change the CSC effectiveness review cycle from every three years to every five years after completion of the previous review (with the option of off-cycle reviews). The Article 18 (IANA Naming Function Reviews) revision is narrower. It changes how the five-year interval between Periodic IFRs is measured, starting the clock from delivery of the previous IFRT's final report to the ICANN Board, rather than from the date that IFRT was convened. ICANN has proposed that the Empowered Community consider both amendments together in a unified Community Forum, given that they both relate to oversight of the IANA Naming Function. Because these amendments are changes to Fundamental Bylaws, under Section 25.2 of the ICANN Bylaws, the Empowered Community must now decide whether to approve them before they can take effect. For the ccTLD Community, this means that the ccNSO Council has to decide, on each proposal, whether to (a) support it, (b) object to it, or (c) have no opinion on it. HOW DOES THE COMMUNITY GIVE ITS APPROVAL? Now that the Board has approved the amendments, a 30-day period known as the "Approval Action Community Forum Period" begins. During this period, the Empowered Community Administration (a group consisting of Community members from five ICANN Supporting Organizations and Advisory Committees) will hold a public Community Forum, during which the Board will present its proposal and answer any questions Community members may have. It is expected that this Forum will be held during ICANN 86. If you have a view on either proposal, please feel free to attend the Forum and express it. Remote participation will be offered. After the Community Forum, and within 21 days of its conclusion, each Supporting Organization and Advisory Committee will determine its position on the Bylaw change.
