Draft joint SIFRT guideline
Dear Colleagues, In Montreal, during our bilateral meeting with the GNSO Council, the GNSO Drafting team and GRC will present the draft guideline that describes the process of joint GNSO/ccNSO consultations to decide whether to launch a Specific IANA Function Review. Although I hope the guideline will never be applied (not in our lifetime anyway), we need to have it in place. Thanks to the GNSO Drafting team who took the initiative and GRC who participated in discussions, the document is almost ready. The GNSO Council is planning to approve it in Montreal. It is clear that we won’t be ready to formally vote on it as according to our internal procedure we need to send the draft to the community and ask for their feedback. However, the idea is to “symbolically support” the draft during our meeting with the GNSO Council (they are aware of our internal process). Please have a look at the document (attached) by next Monday. As I already mentioned during our calls, GNSO and ccNSO have to agree on launching a SIFR (formally it is done by the Board but we have to request it) when everything else, i.e. three escalation steps defined by the CSC, fails. The process is not as heavy as the one for rejection or approval actions but it is not particularly simple either. It also requires active collaboration between our two groups.
