One of the topics discussed was the need to appoint a Working Party, post ICANN58 (Copenhagen meeting), and the need to start organizing the activities leading up to the review now, which includes a briefing call with relevant ICANN staff and a conversation with the Organizational Effectiveness Committee of the ICANN Board. At the 12 Jan call, the Council agreed that ultimately the working party should include: 5 Councillors appointed by the ccNSO members; 1 (former) NomCom appointed Councillor; 5 members form the broader ccTLD community - to be included post Copenhagen. So at this stage, and as agreed: * The ccNSO councilors are requested to nominate one member on a regional basis (one per region) * The NomCom appointed councilors are requested to nominate a (former) NomCom appointed Councillor. Next steps: Once the (former) Council members have put their names forward, the secretariat will organize a webinar between members and ICANN staff, in week 5 (between 30 January and 03 February), prior to the next Council call scheduled for 9 February. The purpose of this webinar is to explain the scope of the review, the process itself, the anticipated roles of the Council and Working Party and Independent Reviewer. We will launch a doodle poll to determine the preferred date of this webinar. In Copenhagen, the following activities will be organized: · Meeting with the OEC and relevant ICANN staff. For that meeting the ccNSO appointed ICANN Board members will be invited as well. · Session during the ccNSO Member Meeting, to engage the community. Current the session is scheduled at Tuesday 14 March, between 15:15 and 15:45 local time. Background: According to ICANN Bylaws section 4.4 (a) Section 4.4(a), calls for a periodic review “of the performance and operation of each Supporting Organization, each Supporting Organization Council, ….by an entity or entities independent of the organization under review.” As per the Bylaws, the goal of these reviews shall be “to determine: (i) whether that organization, council or committee has a continuing purpose in the ICANN structure, (ii) (if so, whether any change in structure or operations is desirable to improve its effectiveness and (iii) whether that organization, council or committee is accountable to its constituencies, stakeholder groups, organizations and other stakeholders”. These Organizational Review “shall be conducted no less frequently than every five years, based on feasibility as determined by the Board. Each five-year cycle will be computed from the moment of the reception by the Board of the final report of the relevant review Working Group.” The Organizational Effectiveness Committee of the Board (OEC), previously known as the Structural Improvements Committee (SIC), is engaged in the process from the Board side. It is the understanding that the 2nd ccNSO review will be kicked off at its earliest in July 2017.
