Hello Gabi, I am not sure whether a comprehensive answer is needed but a classic case is .PW (Professional web, palau) kind of scenario. I think there is need to protect ccTLD moreso from developing countries from Commercial interests. We have seen recent manouvers in the African continent targeting .ml, .cf and .ga, who knows if this is the direction they will take in the near future, the bigger question is ho do we safeguard ccTLDs from cannibalisation?
