Proposed AMENDMENT to Resolution for tomorrows Council meeting
Fellow Councillors I hereby propose the following amendment to the proposed resolution on selection of ccNSO NomCom Member, which is to be considered in tomorrows Council Meeting. In accordance with normal procedure in such matters, the question of whether or note they proposed amendment should be accepted (unless accepted beforehand by the Chair by way of agreed amendment, which I hereby invite) has to be be debated and decided before the discussion on the substantive amendment. ----------------------------------------------------------------------- PROPOSED AMENDMENT ON THE RESOLUTION TO APPOINT A CANDIDATE FROM THE CCNSO TO THE NOMINATING COMMITEE ----------------------------------------------------------------------- "That the words contained proposed resolution on selecting a candidate to the NomCom be DELETED in their entirety and REPLACED with the following :- ======================================================================= WHEREAS 1. Council notes that the call for nominations (a) did not include the requirement, contained in the applicable (2008) rules for a proposer and seconder and which are published at :- https://ccnso.icann.org/workinggroups/appointment-nomcom-delegate-05nov08.pd...) (b) did not note the requirement, contained in the applicable (2008) rules, that Council decide the selection by email ballot (ibid.) (c) did not include the required notice, contained in the applicable (2008) rules (ibid.). ACCORDINGLY, COUNCIL RESOLVES 1. to send out a revised call for Nominations immediately following the Council meeting, emphasising the requirement for a candidate to secure a proposer and seconder, both of which are a Member registry of the ccNSO, in accordance with the adopted Rules 2. to hold, fuilly in accordance with the adopted rules, an email ballot of Council member immediately upon the close of nominations and that following such ballot, the candidate with the most votes be declared as the ccNSO council delegate to the NomCom, and the Chair, and Chair-Elect of the NomCom be advised accordingly FURTHER, WHEREAS Council notes that the original call for nominations, although not including the required 4 week period has served to partially raise awareness of the open position; COUNCIL FURTHER RESOLVES to allow such nomination period as Council sees fit and shall decide at this meeting, in order that candidates may have the opportunity to obtain the required proposer and seconder from Members as required by the election rules, and so that additional candidates (if any) may come forward, and not be prejudiced due to the unreasonably short and incorrect nomination period during the August holiday period. =======================================================================
