ICANN FY19 Operating Plan and Budget -- ECA Perspective
Greetings, I have today received from Giovanni Seppia notification that the ICANN Board intends to vote on the proposed FY19 Operating Plan and Budget on 30 May 2018. The date the ICANN board intends to adopt the FY19 Operating Plan and Budget coincides with my statements regarding this action at the recently concluded ICANN meeting in San Juan, so I believe (at least) our Community is marginally informed of upcoming events. As a result of this communication from Giovanni, I would like to remind you of several important dates coming up: Assuming the ICANN Board votes to adopt the FY19 Operating Plan and Budget on 30 May, as expected: 1. The Rejection Action Petition Period will likely begin on 31 May 2018, upon notification of the Board’s adoption of the FY19 Operating Plan and Budget to the Empowered Community Administration by the ICANN Corporate Secretary, and conclude on 20 June 2018 (all subsequent dates derive from this assumption). 2. The Rejection Action Support Period will begin on 21 June 2018, and conclude on 27 June 2018. 3. Assuming that any Rejection Action Petition was seconded by another SO/AC within the Rejection Action Support Period , then a Rejection Action Community Forum can (will) be held during ICANN 62 in Panama City (the last day to do so would be 27 June 2018). FYI, if a Rejection Action Community Forum were held, it would most likely be held in the 08.00h-09.00h timeslot in whatever room has been allocated for the GAC. With regards to the Council, we will be eligible to accept Rejection Action Petitions, subject to our Guideline regarding ccNSO Rejection Action Petitions, beginning on 31 May 2018 and concluding on 20 June 2018. Also with regards to the Council, you should be aware that should another SO/AC formally submit a Rejection Action Petition regarding the FY19 Operating Plan and Budget, the Council will likely be solicited by the submitting SO/AC for the Council’s support of their Rejection Action Petition. This solicitation period would formally be between 21 June 2018 and 27 June 2018, although I would expect it to begin sooner on an informal basis. Lastly, please be advised, that as the ccNSO’s representative to the Empowered Community Administration, I will be recusing myself from any ccNSO Council discussion or action regarding a Rejection Action Petition submitted by a member of our Community for consideration by the Council, or a request for support for a Rejection Action Petition submitted by another SO/AC who has approached the ccNSO for their support of their petition. I of course will remain available for consultation to the Council on any matters which might arise regarding any Rejection Action Petitions (or solicitation of support for them), from an Empowered Community Administration perspective.
