On the third paragraph there is a list of criterias and other requirements for the working group members. Set limitations are good but in case there are more willing participants to the WG than is reasonable, should we have some recommendations here how to choose the members?
I'm raising up this question because the ccTLD field is quite heterogeneous what comes to geographic location, size, type of the organization, etc. When working with financial contributions this diversity plays an important role. For example, financial realities are quite different for profit making ccTLDs and for ccTLDs in developing countries. Or even the ability to contibute at all (state owned ccTLDs vs. private ccTLDs).
Taking this and existing criterias in Paragraph #3 in to account, in my opinion, WG members should represent this diversity as well as possible. Therefore I suggest we modify the first sentence something like "Members of the working group will be appointed by the ccNSO Council paying attention to diverse background of the applicants"

I was working to the 3rd Sept deadline for comments ;o) I think that Juhani's comment on diversity is helpful and I suggest that we should actually have some general ccNSO principles for diversity, if we do not have any already. These could be overarching, and so we would not need to put in the charters for each WG or other documents. These could cover geographic, language, male/female, member/non-member diversity principles, but be realistic about what will be possible - IMHO, we should be committed to trying to achieve diversity where possible. On other comments: - I think that I had suggested on our last Council call that this WG should be a Finance WG - in that the focus should be broader than 'how much to contribute to ICANN' because this is only one half of the equation. - The other half of the equation 'how much ICANN spends on ccTLDs and the overall ICANN budget' should be another item for the WG.
