Hi Souleymane Thanks for forwarding on these applications. From the list of ccNSO members, it looks like .BJ and .ZM are already members and so I am right in assuming that these applications are to rectify the name the name of the ccTLD manager following changes? (As per our discussions in Marrakech, according to ICANN legal once the ccTLD manager ceases to be the entity listed on the IANA database their membership of the ccNSO automatically terminates) But .GL looks like a genuinely new membership? I’ve no issues at all of course with welcoming new members, just trying to understand the background of the applications. Hello Nick, Souleymane Please allow me to provide some background to the new applications: * .gl is indeed a completely new membership. * For .bj, the ccNSO member we had on file was the organisation Benin Telecom S.A., whereas the ccTLD manager according to the IANA database is ARCEP Benin. The most recent application to join the ccNSO comes from ARCEP, and this is the one sent to the Council for approval. Benin Telecom SA is not eligible to be a member of the ccNSO, since According to the ICANN Bylaws, ccNSO membership is limited to ccTLD Managers (originally Sponsoring Organisation), which are the entities listed as ccTLD Manager in the IANA TLD Delegation record. * .zm underwent a transfer, however the old ccTLD manager was still listed as ccNSO member. Their membership in the ccNSO ended (see background documentation agenda item 4 August council meeting), and the current ccTLD manager applied to become a member. I hope this clarifies.
