Comment regarding Members' quorum
To enhance efficient and meaningful engagement from Members, we need to carefully design a good combination of triplet : (1) outreach/education about the votes-seeking topics to Members (2) active participation from Members (3) rules, such as quorum
As our experience has shown, (1) and (2) have become harder to achieve as the number of Members has grown.
(3) is a very powerful tool. For example, if we set the quorum to a very low ratio, (1) and (2) can be almost neglected. Because we know that (3) is a very powerful tool, we should be very careful in designing it.
That's why I commented in the webinar that "we want to confirm that at least 50% of Members are aware that a critical voting is being held on THE important topic. One of the simplest ways for this confirmation is "at least 50% ballots including abstention are cast."
We must not be perceived from inside and outside of ccNSO that we reduce the quorum simply because we think it's natural that (1) and (2) are becoming harder to achieve.
If we are to reduce the quorum, we should not attribute it to the growing difficulty of (1) and (2). At least we should propose some commitment (committed efforts?) to increase (1) and (2) in parallel with the the proposed reduction of the quorum in (3).
Following are some fragile ideas for the above :
- To achieve (1), more effort of Council, Secretariat, and ROs to persuade Members of the importance of the voting being held will continuously be pursued.
- To enhance (2), Members' code of conduct that includes something like "Members are strongly expected to vote in Members' voting in accordance with what each Member declared in its application form for ccNSO membership" will be crafted in a separate material or within some existing material. And it's shown to the Members periodically.
The above may not necessarily fit "Rules" document. Therefore, such proposal may be a addendum to "proposed changes of the Rules document".

The sub-group seeks comments and feedback from the ccNSO membership, regarding certain provisions in the draft new Rules. Your input is valuable to identify issues, and helps the sub-group to find solutions. The new Rules will have a direct impact on the governance structure of the ccNSO, specifically on the respective roles and responsibilities of the Council and ccNSO membership.

Next Steps
A ccNSO Governance session will be held at ICANN72. The goal of the ICANN72 session is to consult the ccNSO membership on the proposed revised internal Rules of the ccNSO, and to collect additional feedback. ICANN72 marks the 4th ccNSO Governance Session, building on the previous sessions at ICANN69, ICANN70 and ICANN71, where the ccNSO Council and Members have been discussing the need to update the internal rules of the ccNSO, which were adopted in 2004. Based on the feedback, the Working Group will finalize its draft, which will then be put before the ccNSO membership for adoption.

Last Thursday, August 26, the Guideline Review Committee’s Subgroup on the ccNSO Rules held a webinar to present our draft on revised rules. This effort involves a first possible update to the original ccNSO Rules [ ccnso.icann.org]< https://urldefense.com/v3/__https:/ccnso.icann.org/en/about/rules.htm__;!!Pt...>, adopted in 2004 and still in effect.
We did some polling of member views among those in attendance with respect to certain provisions in our draft. But not all members were able to attend and so we are sending this note to encourage further feedback.
We intend to present a draft final set of rules for members consideration at ICANN72 in late October. Your input/feedback will help us better understand just how members wish the rules to be updated so we can finalize the draft.
Toward that end, we seek further input/feedback on this list by the close of business on Friday, September 10th.
Here are useful materials for your consideration:
・ A document that we in the subgroup refer to as the ‘Headings’ document, showing proposed text for new rules along with relevant old text provisions.
・ A set of slides that we used at the webinar.
