Draft ccNSO input on NTIA fruther Notice of Inquiry on ICANN Function Contract
Dear all, Included is the draft for the ccNSO input on the NTIA’s Further Notice of Inquiry on the IANA Function Contract. In order to be most helpful the drafting team would appreciate if you could send your comments, if any, no later then 10 July 2011. The ccNSO has made a submission on the Notice of Inquiry on 29 March 2011 (see: http://ccnso.icann.org/about/ccnso-response-ntia-noi-iana-29mar11-en.pdf). The NTIA of the USG published its Further Notice of Inquiry regarding its IANA Functions Contract (the IANA contract), in particular on the Statement of Works (SOW) that will be contained in the future IANA Function Contract and proposed changes to the SOW. In the Draft the drafting team proposes to focus on 4 specific area’s and its impact on the SOW: * Importance of Multi-stakeholder model * Separation of policy development and operational roles * Alignment between SOW requirements for standardised documentation and the work of the DRDWG and FOIWG * Reference to applicable local law Next steps The comments of the council members, if any, will be taken into account into the next version of the document, which be send to the ccNSO members for comments. Target date to send it to the members is 13 July 2011. Members comment period wil be open until the end of the that following week. I am supportive of the drafted comments. I just want to see an additional statement saying that "ccNSO discussion, including its working groups discussion, is conducted so that all ccTLD managers, regardless of whether they are ccNSO members or non-members, are heard. I agree with the proposed text, but I think the following paragraph may need some change: The ccNSO urges NTIA to clarify that this provision is not intended to apply to policies that are properly and appropriately developed through an ICANN policy development process. A current example of such a process is the work of the Framework of Interpretation Working Group, which includes participation by GAC members. By design, the FOI process is not a PDP, just like the Fast Track was not a PDP. Perhaps we should use a more general phrase, such as "developed through an ICANN process".
