Approval Action Fundamental Bylaw change relating to the IFR and SIFR
Dear all, As you will recall on 10 September 2023 the ICANN Board approved Fundamental Bylaws Amendments to Articles 18 and 19 of the ICANN Bylaws, which relate to the IANA Function Review (Article 18) and Special IANA Function Review (Article 19). Further the Empowered Community Administration organized a Community Forum during ICANN78 in Hamburg on 26 October 2023. According to the ICANN Bylaws Annex D, each Supporting Organization and Advisory Committee will determine their position with respect to the Bylaw change, according to its own rules and procedures (see: https://ccnso.icann.org/about/guideline-approval-actions-procedure-17oct19-e...) within 21 days of its conclusion of the Approval Action Community Forum Period, so by 16 November 2023, To meet the deadline you are kindly requested to raise questions or objections to the following resolution by Monday 13 November 2023, 23.59 UTC. If no questions or objections to the resolution is deemed to have passed (of course and as always you are also invited to express your support). Please use the Council list to express your views. Draft Resolution Decision - Taking into account the manner in which the issues and concerns that were raised by the ccNSO Council in its input on the proposed changes to Articles 18 and 19 of the ICANN Bylaws, which relate to the IANA Function Review (Article 18) and Special IANA Function Review (Article 19) were addressed. Also taking into account no comments or other feed-back was receveid form the ccTLD community and finally taking into account the outcome of the Community Forum dated 26 October 2023 on aforementioned Bylaw changes, the ccNSO Council - as mandated through Annex D of the ICANN Bylaws and through its own rules and procedures ( https://ccnso.icann.org/about/guideline-approval-actions-procedure-17oct19-e... ) - supports the proposed changes to Article 18 and 19. The Secretariat is requested to publish this resolution upon adoption and the chair of the ccNSO Council is requested to inform the ECA accordingly as soon as possible after adoption of this resolution. The proposed Bylaw changes were published for public comment, and the ccNSO Council provided input, which was taken into account and is mostly reflected in the proposed Bylaw changes. WHY IS THIS IMPORTANT TO THE ccNSO? First of all because this proposed Bylaw change is about changes to IANA Naming Function Review and the IANA Naming Function, which are both core to ccTLDs. Secondly, the proposed Bylaw change is a change of a Fundamental Bylaw, and the ccNSO Council has to decide whether to : (a) support the proposal, (b) object to the proposal, or (c) have no opinion on the proposal.
