Kind regards, Bart Included you'll find the first batch of guidelines the wg has been working on : * guidelines ccnso council meeting * guidelines ccnso general meeting * guideliens working groups The second batch will contain the following documents * guidelines liaisons & observers * guidelines selection board members seat 11 and 12 ICANN Board * guidelines election council members Starting point for the work are the following sourcess: ICANN Bylaws: and ccNSO Rules as adopted at the Cape Town meeting December 2004. The ccNSO Rules are included for informational purposes. The WG has not considered to adjust or amend the rules. Secondly the Working group was guided by following principles: - Clarify the role of members and non-members ccNSO. The ccNSO welcomes and encourages the participation of non-members in its meetings, discussions and working groups, but formal decision-making processes are restricted only for members of the organization. This includes the participation in formal votes and in the nomination or seconding of candidates to the Council. - Retain as much flexibility as possible, while introducing a more procedural and disciplined way of working. For this reason all procedures are called guidelines to distinguish them from the ccNSO rules. All guidelines offer the opportunity to deviate from the procedure if it is considered to be overly burdensome, regular review etc. Allow to change every guideline individually (results in repetitive use of procedures) - Document current practices as much as possible. Next steps: - Comment period for Council members. It would be mostful if the WG receives it before 31 May 2008. Comments can be send to the members of wg or the ccNSO secretariat - WG will amend adjust documents based on comments. - Review of changes, if any, with Council during conference Council in June - Publish Guidelines in handbook type of format, including ccNSO Rules one week before Paris meeting - Discuss Guidelines with ccNSO membership - If feasible discuss and adopt guidelines at Council meeting in Paris.
