FYI; This is the same issue as 43-2015 circulated on 9 Nov. JPRS is thinking of posting comments as an individual ccTLD Registry. Hiro On Wed, 9 Dec 2015 12:47:41 +0000 Bart Boswinkel <bart.boswinkel@icann.org> wrote:

I wonder if the rule will be used to check against existing or future IDN ccTLD operators. In any case, I'd suggest that individual ccTLD should file response according their LGR rules at the 2nd-level. Ching On Wed, Dec 9, 2015 at 8:47 PM, Bart Boswinkel <bart.boswinkel@icann.org> wrote:

Dear Ching,
I wonder if the rule will be used to check against existing or future IDN ccTLD operators.
I understand that this SLD LGR won't be targeted to ccTLDs, as it is said that it is planned "to facilitate and improve consistency of testing and stability of registry operations of new gTLDs." However, to facilitate the coherent user experience, it's definitely better for the IDN rules to be the same for gTLDs and ccTLDs. That's why ccTLD registries had better say something about this SLD LGR project if they want their existing IDN table to be considered in this project outcome.
