For discussion: How to deal with the specific situation when a person who was elected for a Council position left the registry, before the term start. Does it make a difference if that person has not yet taken
the seat?
Background | Involvement in ccNSO by individuals without a direct ccTLD affiliation:

WG/Committee members: members are appointed under assumption they are directly related to a ccTLD manager (even if the person is not directly associated with the registry), or in their capacity as member of Council.
Persons who are not related to a ccTLD and including former Council members need to provide a written letter of support to the Secretariat.

Councillors: no objection from previous employer, support or no objection to continue from ccNSO members in the region
Note – It is assumed that a Councillor who does not have the support anymore from the region and/or whose former employer objects will step down. However, there is no formal basis to enforce this. According
to relevant Guideline section 7, the members from the appointing region and/or Council may remove the Councillor.
