Abdalmomen reminds all to complete the SOI. This is voluntary for members of the committee, but mandatory for new ccNSO Groups

Reminder to volunteer for the UAC Repository subgroup. In case interested, please contact Kimberly. 

Bart: for transparency reasons, chair will ask for SOI updates at the start of every meeting, moving forward

c.    Additional members: how to engage other IDNccTLDs and ASCII ccTLD registering IDNs at second and lower level

 

Abdalmonem: right-left script and vice versa at 2nd or 1st level. All in same script, for both levels. But, not necessarily the case for ASCII ccTLDs. 

Bart: looking at current UAC members, and the number of IDN ccTLDs that are delegated (see IANA, ICANN website). There are many ccTLDs who use/offer IDNs at the second level, but they might not be aware of the existence of the committee. Suggestion to reach out to them directly, alerting them about the existence of this committee. Real power is to involve members.

Abdalmonem: Egypt has 2 ccTLDs. ASCII and IDN ccTLD. Perhaps other territories do not have an IDN ccTLD manager?

Bart: colleagues from ASCII ccTLD in Egypt, do they offer IDNs at 2nd level?

Abdalmonem: no. only English. 

Bart: ok, then no need for them to be invited. But there are other ASCII ccTLDs that do offer IDNs at 2nd level. Hence, they also face UA-related issues.

Regina: Could we prepare a short text and reach out to RO’s? Also, at their meetings, let’s give a short introduction about the UAC and invite additional volunteers. Written and oral introduction

Bart: yes. ASCII ccTLDs are easy to trace. See IDN tables in IANA repository. Which of them have submitted an IDN table? Thus, a targeted list of those involved.

Anna: we also register IDNs under .am

Same ccTLD manager for the ASCII and the IDN ccTLD. 

Bart: ensure we have data on who is involved from a cc-perspective, and interested in UA-related issues. Does the group agree?

Abdalmonem: ccTLD manager might be a ccnNSO member. But at the same time, is potentially not aware about UAC. Have a quick intro to the ccNSO members about UAC

Also, the IANA database is only about the top level. Not about the second level. 

Bart: see IDN tables. Some ccTLDs, who are not an IDN ccTLD, have submitted IDN tables in the IANA table repository. Use that as a starting point. If a ccTLD has submitted such a table, it has done so for transparency sake, and is alerting they offer IDNs at 2nd level. Not an exhaustive or systematic approach, but it is a starting point

Abdalmonem: survey suggestion. Maybe there are ccTLDs that indeed offer IDNs at 2nd level, but have not submitted any IDN tables

Bart: ok. Let’s park the idea for now, and revisit in future

Mirjana: agree. Go through the IDN tables. Have a rough idea about who offers IDNs at 2nd level, or claim to do so. It was not mandatory to submit those tables, but nice to do so.

Bart: introduction to what the napkin pitches are.

4 topics from the UA Roadmap which was adopted by Council:

First 2: approach identified in previous meetings. We will now focus on the next 2 topics. We seek your input on the 2 main topics (big ideas)

Per topic we will have 2 smaller groups, to encourage the dialogue. You will be asked 3 questions:

20 min discussion per topic, for each of the rooms. We will return to the main room for reporting back on the discussions (5 min.) The outcome of today will be subject to an impact-effort analysis (next meeting). Staff will take notes, and summarize the discussions. Each group needs to appoint a rapporteur. Group 1 will stay in the “main” room, group 2 will be in a breakout room.

Single point of contact for ccTLDs across ICANN

ccTLD have different levels of information needs, due to different levels of implementation. 

ccTLDs learn from eachother: policy, marketing, tech

ccTLDs have close contacts with gvt, to spread the UA readiness concept and high-light the benefits for endusers. As a basis for policy making. Reference for fact-finding

 

Reach out to other groups at ICANN, including UASG 

 

How do other ccnso groups fulfil their liaison roles?

Address it at the ICANN meeting: might be sessions planned

UASG updates during prep week to also refer to UAC work

Invite relevant people as observers

Partner with GNSO 

Contact with Regional Organisations: have the topic on the agenda

Abdalmonem: digitalisation efforts. Start from the local community. One world, one internet. All ccTLDs are ccTLDs, regardless of IDN and ASCII. Should be no differences. 

 

b.    Information sharing, sessions etc.

 

Big Idea 2: napkin pitch brainstorming, deferred to the next meeting, in the interest of time. We expect a more extensive discussion, and there is not enough time today for the discussion, as people need to leave to their next meetings.

Bart: was this exercise useful?

Regina: good to sort the ideas.

Staff will summarise the discussions from today’s napkin pitch exercises (meeting 22 November), and will start preparing for the impact effort analysis.
