NOTES | UAC | 27 March 2024 (13 UTC) 1. Welcome Abdalmomen welcomes all. Refers to Ramadan Presents agenda for today’s meeting. 2. Administrative matters if any Kim: Apologies from Vadim and Sarmad - UA day commitments Abdalmomen: Any admin matters? Bart: a. Are there any updates to SOI? None b. Update regarding the work by the small group, regarding the library and the mailing list Kim: only one submission since ICANN79. Has been added to the tracker and will be discussed at the next small team meeting Reached out to COMMS regarding potential assistance regarding increasing awareness about the list and the repository 3. Review work session ICANN79: a. Concluding the work plan b. Updates to communities Bart: exchange with UASG during the UAC session at ICANN79. Abdalmomen: leadership presented on the importance of UA for ccTLDs, and the upcoming UA day. They stressed the importance of ccTLD participation. ccTLDs to engage via UAC. UASG appreciates the work by the UAC. communicate with other groups (GAC, Board IDN group), channel with RALO’s, to brief them on UA. Abdalmomen: update to GAC. GAC staff mentioned they are looking for more cooperation between ccnso and GAC regarding UA. perhaps draft a document, on how to cooperate with GAC members, regarding UA? We also confirmed the priorities of our workplan. Regina: we presented the group to GAC. interest to cooperate more. Good presentation, and good amount of discussion. Bart: regarding item number 7. There will be a joint session with GAC at ICANN80, probably on monday. UA might be one of the topics on the agenda. The joint session between GAC and the ccnso members took place virtually, approximately 2 years ago. There are also other common topics of interest, in addition to UA. Abdalmomen: GAC workplan for the next 3 years includes UA as a topic. We need some slides regarding cooperation with GAC. Bart: will be an action item. Bart: UAC identified some major work items. The group discussed the items in the mid- to long-term list. We did a mentimeter poll. This was the order of preference. The UAC identified work items which require additional planning. These items will be detailed and addressed in the following order: I. Develop ccTLD readiness journeys case studies Ii. Conduct survey among ccTLDs regarding UA adoption Iii. Assisting and cooperating with local counterparts to organise local events Iv. Liaising with email - and other service providers (e.g. local programming groups, W3C, registries and registrars etc) v. Planning and organising a tabletop exercise UAC members present during today’s meeting agree with the proposed order and adopt the workplan. Abdalmomen: how to plan? Bart: see item 6 on today’s agenda 5. Regina: should we keep the mailing list in future tense? Kim: it is ready. Abdalmomen: document for current ccNSO members. Bart: one of the basic rules of the ccNSO, is that ccTLDs do not need to be a ccNSO member to join any of the working groups or committees. This can be circulated to ALL ccTLD managers, ASCII or IDN. Abdalmomen: do we have contact details? Bart: yes, IANA database Sometimes the ccTLD manager of the ASCII and IDN ccTLDs are one and the same. E.g. NIXI We will address the organisation, not the ccTLD. Target any ccTLD with an interest in UA and IDN Regina: i plan to ask CENTR whether they can use it in their newsletter. I will also mention it at the Jamboree. Bart: marketing of the email list. What is the best way to target ccTLDs? Kim: the list is up and running. Questions on how to process. Confirm and verify. Should we meet? Sending the letter at the end of the week, after the subgroup met to discuss the processed and procedures? Abdalmomen: yes. Bart: one week more or less does not matter Regina: indeed. Holiday season for many Abdalmomen: Eid on 10 April. I will not be available that day. Bart: should we send the latter post Eid? Abdalmomen: no, we can send it next week. I would like to send it also to other colleagues from the middle east. Bart: are there any final questions or comments regarding the text? None Bart: how to circulate the letter. Abdalmomen to share with middle east ccTLDs, Regina with CENTR. How to avoid people receive multiple copies? What is the best and most effective way to circulate the letter Abdalmomen: task force for arab region. Big mailing list. Also another mailing list. We also have Baher and Fahd who can circulate the document to all ccTLDs from the region (GSE team at ICANN). And their colleagues for the other regions. They could keep us in copy. Bart: for the middle east that will be helpful. Probably not the most helpful way within the EU region. CENTR might be a better approach. Regina: assumed it would be sent out from the ccNSO Joke: we could PDF the letter and publish it on the ccNSO website Bart: when does the icann comm team meet? Kim: they are asking for deadlines, what we are looking for. They need specifics. Bart: we can come up with a suggestion and discuss it at the next meeting. Coordinated approach. Abdalmomen: advertise it broadly. Maybe have a banner. UAC could spread the news via their networks. Bart: we will come up with a proposed comms plan, and circulate it to the UAC mailing list. Ensure we involve the GSE team. Abdalmomen: UAC members to present the UAC work at regional fora. E.g. Middle East DNS Forum Bart: see Regina’s suggsestion to present at CENTR Jamboree. Be aware, it does not stop with just the letter. Abdalmomen: staff to ask colleagues at ICANN who prepare events, for a UAC slot on their agenda Bart: we can think about it 6. What’s next? (See Action Plan, UAC Workplan page 2) Now the working is completed, which topic does the committee want to take on and how does it want to organize its work? 7. UA session @ ICANN80? a. Organize session @ICANN80? Bart: ICANN80 is the policy forum, held 10-13 June. Only 4 days of meetings. The block schedule does not include any committee or working group meetings. Has never been the case at policy forums. We tentatively scheduled in a UA session as part of the ccNSO members meeting. A slot (75 or 90 min.) to present a topic to the ccTLDs present in Kigali. * Do you want to use such a slot? b. Topic? Bart: Looking at the action plan * the library and mailing list …. * In 2 weeks, Mirjana to share her experiences regarding UA Day in Belgrade. Capture what happened, and look forward, for instance to the next UA Day. * Share success stories * Liaising with other groups (ongoing) * Share existing UA roadmaps. Info sharing. Library. Present it at icann80, publish it after icann80. Review by icann81. We can start with case studies after that. Regina: we are running the survey for the IDN World report, this year it is open to all other organisations. Maybe we could somehow connect it? Launching too many surveys among ccTLDs does not make sense. Bart: question to Seda. survey run by the UASG group. What additional questions are needed? And then decide whether it makes sense to run an independent survey. Secondary analysis. Abdalmomen: best way for running a survey. Like ccnso does. Mentimeter. 7 or 10 days open. Bart: first assess what is out there, before UAC starts developing its own survey Regina: can present in 2 weeks what we did to date. We also did a registrar survey in the past. Bart: first question, why survey? To understand whether ccTLDs allow IDNs? Regina: i will be on my mobile phone on 10 April. Abdalmonem traveling as well. Bart: we could meet one hour earlier instead?
