NOTES | UAC | 24 July 2024 (14:00 UTC) 1. Welcome & Roll Call Housekeeping intro by Joke Welcome by Abdalmonem 2. Admin matters a. SoI updates Any updates? b. Call for Expression of interest ccNSO/UAC liaison to UASG First term of Qing Cai ended. She is eligible for another term. The requirement is for the liaison to be a member of the UAC. Bart asked for support for Qing Cai to reapply, as she did a great job Members on the call support her candidacy. Qing Cai accepts her nomination. Bart: we will make sure to reflect this in a council decision c. Targeted Invite IDNccTLDs to participate , list of contacts Draft invite: https://docs.google.com/document/d/1IbRY0knu--ZdxB-L6CG-AArJKpsgbxlv/edit?us... Bart: we started drafting this invite a long time ago. Here is the final version. Please note: link in the notes is different from the link shared previously with the proposed agenda. Bart shares a document with the list of IDN ccTLDs delegated to date. Columns: ccTLD, country, IDN ccTLD in English, entity/existing ccTLD manager, active ccnso?, member ccNSO?, GSE Region?, Whom to send letter\ Bart will finish this table. The GSE region is important for the letter itself. Many IDN ccTLDs who use the Arabic script. Northern Africa. From an ICANN perspective, the region is dealt with separately by different people on the staff side. Should the letter come directly from Abdalmonem, Regina. Perhaps others can approach other IDN ccTLDs. Vadim to contact Belarus? Does not make sense to contact already active ones. I asked Sarmad to provide email addresses. Probably using the GSE is more useful. They have data available. Abdalmonem: one comment re invitation letter. Question I often receive: who can be a member? Person working for the ccTLD. Bart: ccTLD does not need to be a member of the ccNSO. Will add that to the letter. Welcomes help from GSE team to send the invitations. Keeping UAC leadership and staff in BCC potentially. Anna: i do not understand the difference between active ccnso members and ccnso members. Bart: example. Saudi NIC is a ccNSO member. But they do not join in working groups etc. Anna: Armenia is a member, and is actively contributing What is GSE region? Bart: Global Stakeholder Engagement. For you, it is either Gabi or Misha. In your case, there is no need to send the letter. Already active and involved. But maybe Vadim could send the letter to Belarus? Assume they work closely. Abdalmonem: good to have GSE team to send the letter. In copy also members who are active from the region. When Misha sends the letter, add Vadim in cc. Bart: you want to have the best approach to the ccTLD possible Vadim; i can reach out to belarus colleagues as an individual. I should deal with our board before i do so, in a .ru role. We have different local initiatives, for our region. Most of the members are representatives of their ccTLDs. Perhaps raise this question in the local working group. Do they want to join UAC? Provide something from ccnso representatives, or from icann staff, for different regions. Not only send from members of the UAC, but from the organisation where the UAC is based. Icann platform, icann staff. Bart: indeed, GSE staff. Misha to send the letter. Vadim: he knows the region best. Bart: to be explored who from GSE. thus a more targeted approach. Abdalmonem: levels? Ascii ccTLDs who offer idns as second level? Bart: i do not know who they are. We can send this letter to the ccnso members list. The IDN ccTLDs are not included there. We need to make sure we target the right people. Action item: Final opportunity for UAC members to review the draft invitation letter 3. ICANN Strategic Plan and Operational Framework Objective 3 and goals 3.1.1 & 3.1.2. See: https://www.icann.org/en/system/files/files/draft-strategic-plan-fy26-30-202... , page 19, and https://www.icann.org/en/system/files/files/draft-operating-plan-fy26-30-202... page 18 Bart: for your information. UAC appears in the draft strategic planning. Abdalmonem: member of the SOPC Bart: support needed Irina Danelia is also SOPC Vice Chair. Vadim: i can reach out to Irina 4. Survey planning Bart: this is a result of our review of the ICANN80 session on UAC. The community supported to have a follow-up survey on UA readiness. See strong support in the mentimeter polling. When and how to organise this. Here you find a proposed plan. · Review and update ICANN’s survey questions (August – September) , small team or full group? When to start? Bart: seda’s survey experience. Review the questions from 2 years ago. Propose updates, and perhaps suggest additional questions. Have the review of that survey. The eurid survey focused on IDNS. · Explore whether it is feasible and effective to combine with the Eurid Survey/ ICANN survey (full group?) time frame End-September/early October Bart: explore the best way forward. Combined? Stand-alone? Second part of the discussion. · Alert community of upcoming survey ICANN 81 Post ICANN81- survey. Share results @ ICANN82 (March 2025)? Bart: the alert sets a clear marker in time. By then you should know how to run the survey, and how the questions will look like. Why after ICANN 81? Firstly, there is another big ccTLD survey. The second one by the DASC. you want to avoid an overlap, and strongly advice against running them in parallel. Recognising that often you target different people Secondly, there is a resource issue. It takes time to prepare a good survey. Abdalmomen: it looks good. But let me be honest. The last ccTLD survey by ICANN happened prior to he existence of the UAC. now UAC is in a good position to conduct a survey. The big one held by icann, away from gTLDs. Let us be away from combining a survey from eurid. Idn and UA. two different topics. Bart: question to Seda. who was targeted? Seda: we targeted ccTLDs and gTLDs separately. Revision on contracted parties side. For the ccTLD survey, we can collaborate with the UAC. Bart: do not target the same ccTLDs from different angles Seda: timeline. Combine. So we can compare results. Bart: hence my suggestion to start with the review. Does icann want to conduct a similar survey among ccTLDs? Last time we discussed it was not clear. Abdalmomen: report ccTLDs and reports CPH. 2 separate surveys. Outgoing party should be the UAC, for the ccTLD survey. The other one? Bart: out of scope for this group Recognising the comment by Seda that comparison should be ensured. Bart: let’s revisit next time or in 4 weeks, the specific questions. Any questions regarding the high level planning? Abdalmonem: https://www.icann.org/ua-evaluations-en To assess the UA-readiness of the systems of ICANN's contracted parties (gTLD registry operators (RO) and registrars), registry service providers (RSPs), and country-code top-level domains (ccTLD), ICANN org conducted the following surveys. The objective was to create a baseline, to understand the challenges for becoming UA-ready and to understand how ICANN org can contribute. we missed something here. Small team or full group? Bart: that is a different question. Firstly regarding the planning. Any comments or concerns? Do you agree with the high-level planning? Green marks in the room Bart: next steps. We have the library SG. Abdalmomen: preference to deal with this by the full group 5. Raising interest/awareness UA Day 2025 Organize webinar for ccTLDs, around launch UA Day application round Seda: call for proposals goes out 15 August. Pending approval. Deadline for submission will be end September. Bart: what works at times is organising a webinar for interested ccTLDs. Raising interest with the cctld community. Nice opportunity for the UAC to promote it. Re-use the presentations from the Kigali meeting. Adding more details on what is expected. Stories around UA Day to raise awareness. First launch it, and then by end August have a webinar. If you agree we need to start working on it Abdalmonem: i agree. Win win. The more ccTLDs join UA Day, the more UA adoption locally. Ambassador Vadim was there last year, and that was very good. Announce the UAC for the ccTLDs in the region. Bart: recurring topic over the next few weeks. Add it to our agenda as a next work item. To be explored over the next weeks how to do it. Do you think it is worth organising? Green marks in Zoom 6. Preparing for ICANN81: a. Outreach/ joint session GAC, UASG, ALAC, ICANN. Noting there will also be sessions organised by ICANNorg where UAC could play a role. Prep week? b. UAC work session over the weekend. Potentially invite UASG? c. UAC session: what to present? Not yet pencilled. At that session not much to present. However, during the welcome session (tue), there is an opportunity for UAC provide an update to the community. Bart: informational update from staff Any questions or concerns? None Will keep this on the agenda. 7. Next meetings 7 August 2024 | 14.00 UTC 8. AOB none 9. Closure Thank you all.
