Planning for ICANN83, Prague (Breaking Barriers: how governments and ccTLDs advance UA) Abdalmonem: crucial role for gvts and ccTLDs. I am a member of the GAC UA room. I drafted a text to invite GAC members, for a joint session between GAC and ccNSO. How to promote UA. How can GAC members help ccTLDs? Joke: joint session at ICANN84? because at ICANN83 there is no option for a joint session Abdalmomen: yes. We are in the Arab region. It is important to have early bird e-mail. ideally 75 min. session. Joke: noted, secretariat received your draft. will look into it shortly. Abdalmomen: do we need to refresh the memories of the audience in Prague about our session in Seattle a. Reminder high-level structure (see chapter 5, briefing paper<https://docs.google.com/document/d/1226yV0XTxWL2rHwgaRmWWg37FKO9d8-jETlqXXbA...>) Abdalmomen: what have we done regarding the drivers? we should tell the audience Joke: yes, reflection on Seattle was added to the high level structure for the session. explain this session in Prague is not a standalone session. drivers in seattle, blockers in Prague. Maria: make it clear why we took the topic of the governments. there are other blockers too. Abdalmomen: a possible barrier is the miscommunication between ccTLDs and the gvt. that is why we need to have that session with GAC in Oman. We should provide details regarding cooperation between ccTLDs and gvt. Maria: now i understand. Joke: too early to make any commitments regarding Oman. Abdalmomen: we need to have a liaison between GAC and UAC Joke: there is a liaison from Council to GAC, who deals with agenda-setting for joint sessions between GAC and ccNSO. Needs to be involved in the process. Also, the UAC, as per its charter, is indeed having a liaison role. point of contact within ccNSO and with/for other stakeholders in the icann context for UA related matters and ccTLDs. b. Detailing the case studies: identifying presenters Joke: during the previous session, Sami tentatively confirmed his availability to present in Prague. Sami: correct, I can do that. this Sunday, icann staff will be here for the UA Day celebrations and the hackathon. in Bahrain. icann will officially launch the curriculum for universities on UA. I could speak to this in Prague Abdalmomen: please also address the cooperation between cctld and gvt, and the barriers for UA Sami: we are the gvt, and we are the ccTLD. What we currently do is to encourage gvt entities to use the arabic email addresses etc. Abdalmomen: excellent. that works. Qing Cai: no updates from UASG at the moment. UA Day events ongoing. Joke: end May, this committee can look back at UA Day celebrations Regina: there are still slots for ccTLD News. Maybe someone wishes to submit a presentation proposal about what they did for UA Day? Joke: UAC session on barriers and ccTLD News both part of the ccnso members meeting. similar audiences. make sure to avoid overlap. Joke: any suggestions for the second testimonial? Abdalmomen: armenia or serbia. they are in the region for ICANN83. their respective governments are actively involved in ua day events Maria: But we said to invite ccTLDs which are part of government? the serbian and armenian ccTLDs are not. Joke: that type of governance model is not a requirement. the relation between the 2 is more relevant. Maria: Serbia and Armenia try to build the engagement with gvts. gvt reps support the use of local languages on the internet. but they do not have any special ongoing projects. there is not much to present. we could find better examples. deeper connections, ongoing projects. In China there is an interesting testimonial regarding the development of the industry standard on how to work with domain names. Is CNNIC involved? colleagues might chime in. An interesting case. Not sure if NIXI has some ongoing projects? Regina: Thank you for all suggestions. I recall that when we prepared for Seattle, we suggested we involve some of the european cctlds that are not big, not representing large language groups, and might be relatively new to the topic. My suggestion would be to involve the Faroe islands. Interesting link with danish gvt and local administration. Also, the Israel registry experience is nice. They introduced their IDN 2 years ago. they had various challenges, not only technical ones Abdalmomen: agree with Regina. Cooperation to promote UA awareness is key. Joke: .fo is from the region at ICANN83, and has an ongoing project. should we invite them? UAC members expressed their support. Maria: reminder that we deferred the CIRA contribution in Seattle. Should we invite CIRA? Sabrina: thanks! happy with Sami and Gudrun presenting. No intention to present in Prague, but will attend. c. Next steps ACTION ITEMS * Secretariat to review ICANN84 proposal by Abdalmonem and provide feedback * Secretariat to update the draft briefing paper * Secretariat to reach out to Gudrun regarding a presentation in Prague * Secretariat to review planning timeline: have an additional UAC meeting? When to hold dry-run? Defer the UA Day review to post ICANN83? * Secretariat to ask ICANN staff about a potential speaking slot during the UA session at ICANN83 Prep Week, if any. 5. AOB Abdalmomen: can we have a slot during the UA session at Prep week? 5 minutes would be enough, so we could give a heads up about the session in Prague. Invite everyone for the session, have a promo banner etc. 6. Next meetings and closure Abdalmomen: concerned we only have 2 meetings leading up to Prague.
