[Area 4] CCWG4...clarification.
1) In developing a scenario, I am really not clear the difference between a long term contract and a cooperate agreement in USG language. It seems that whilst ARIN's for example is accepted as cooperate agreement by CO via NTIA, the IANA contract can be interpreted either way? This would in some way impact on any notion of transition? 2) Icann contractually obligated to keeping any 2 of its 4 data centers operational for IANA related data. Scenario: 3 of its 4 data centers are breached. RD
Rudolph, Your first item may be generalized as existence of a set of expectations for the purposes of a hypothetical contingency or scenario in which one or more of those expectations is not met -- some form of failure or under-performance. Your second item mentions "breach", which is a transitory phenomena -- a breach (of contract or agreement, a failure or under-performance) which may be remedied in the proximal future, and I think you're looking for something along the lines of permanent closure by the Corporation.
