Sorry to be so late in this proposal but exchange ideas some high level colleagues from here, awe thought the first paragraph brings a questions that in this version – attached in highlight -  I have tried to answer – funds for what?

 The objective is not clear and need to be clear at the first paragraph in our view pretending not to be involved in ICANN.
