With apologies for my delayed comments. I have just returned from Afghanistan, and being online was both a challenge, as was the work demands for why I was there.
I have offered some edits to the Preamble.
First, ICANN cannot be in the business of creating economic opportunity as a not for profit. Clearly, someone can develop a DNS related business, but that is not an appropriate objective for a not for profit organization.
Secondly, this seems to be a little "tipped" toward ICANN only being a technical body, but that is not factual at all. I drafted the part of the bylaws that also referenced necessary policy...
Engagement and informed participation in ICANN, across all of its sub groups, does seem to be fully aligned with the core mission.
I deleted the word "economic", as that will raise red flags with the IRS for a not for profit, if not others,
