I have one comment with regard to the preamble, in the first paragraph we mention "The purpose of this preamble is to offer overarching guidance for the application and selection of projects to which auction …"
I believe that the scope of this group is to offer guidance only for the allocation of funds and thus the selection of projects and not for the application nor the applicants, the group which is to come after us, whatever form it will have,
will be concerned with addressing the applications and applicants as for now this is out of our scope therefore I suggest keeping the guidance only for the selection of projects so it will read
"The purpose of this preamble is to offer overarching guidance for the selection of projects to which auction …"
And the same thing will apply to the last paragraph, this group should not be putting guidelines for applications, the group that is to come later will be putting the guidelines for the applications and projects taking into consideration
this preamble, we are only advising on the allocation of funds.
Moreover applications can't be aligned with ICANN's mission nor Support ICANN's community activities, etc… what is supposed to abide by this are the projects and not the applications nor the applicants.
Therefore I suggest changing the last paragraph from
