Erika Mann: (07:20) Erika Mann - Joined the call!

Marika Konings: (07:20) Please note that if after a number of reminders you have not completed your SOI or DOI your status will be downgraded to observer until you have completed the required statements.

James Gannon [GNSO]: (07:20) Hey Erica! Nice to see you still here =)

  Erika Mann: (07:20) Hi James!

Asha Hemrajani: (07:21) Hello Erika, how nice to see you here!

  Erika Mann: (07:21) Hi Asha!

Marika Konings: (07:22) @Daniel - please activate your microphone in Adobe Connect.

Daniel Dardailler: (07:22) my mike seems dead..

Marika Konings: (07:22)  Can we assist you with a dial-out?

Daniel Dardailler: (07:23) my question was related to the concept of "good standing" in a WG, when it comes to voting (rare but important when it happens)

Daniel Dardailler: (07:23) is there such a concept within ICANN/GNSO group ?

Tom Dale (ACIG GAC Secretariat): (07:24) The GAC hopes to be able to advise its nominated members by the end of next week.

Nathalie Peregrine: (07:24) Recording of the Communication Tools classroom (tips and tricks of the tools used to communicate in CCWGs): https://participate.icann.org/p830qbsrcot/

  Daniel Dardailler: (07:25) e.g. https://urldefense.proofpoint.com/v2/url?u=https-3A__www.w3.org_2004_02_Process-2D20040205_groups.html-23good-2Dstanding&d=DwICaQ&c=FmY1u3PJp6wrcrwll3mSVzgfkbPSS6sJms7xcl4I5cM&r=PDd_FX3f4MVgkEIi9GHvVoUhbecsvLhgsyXrxgtbL10DTBs0i1jYiBM_uTSDzgqG&m=93Dqwmko7rD04a7BuOw9FmIAvf-Rc8suWIT_JP2PdtI&s=rE88zpQKmQhBzuKZZ7dsHZqeBcT5_1u98iCKmNLj0n4&e=

James Gannon [GNSO]: (07:26) Johnathan  or staff can confirm but for the members as per the charter we have not defined such standing Daniel

Jonathan Robinson: (07:27) Thanks  James. Yes, no such defintion exists as such. Save for SOI + DOI required.

Jonathan Robinson: (07:27) Also, committment to behavioural norms as per ICANN rules on "respectful particpation" or simialr

  Daniel Dardailler: (07:28) ok thx

  James Gannon [GNSO]: (07:28) https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resources_pages_expected-2Dstandards-2D2016-2D06-2D28-2Den&d=DwICaQ&c=FmY1u3PJp6wrcrwll3mSVzgfkbPSS6sJms7xcl4I5cM&r=PDd_FX3f4MVgkEIi9GHvVoUhbecsvLhgsyXrxgtbL10DTBs0i1jYiBM_uTSDzgqG&m=93Dqwmko7rD04a7BuOw9FmIAvf-Rc8suWIT_JP2PdtI&s=RqDSvrX7vqVnvbEfcg1sslONclFtrMXszeLHFYT8Jn0&e=

Daniel Dardailler: (07:28) we actually use more the concept of "active participant" when measuring groups

James Gannon [GNSO]: (07:30) I think its super impotrant to note that voting will most likely never happen, we managed to make it through pretty much the entire restructuring and accountability exercise of the IANA transition without having to do so (Under Johnathans leadership for a large chunk of that too) I dont see this as being any different I ope

Becky Burr: (07:36) That ultimate responsibility is required to ensure compliance with fiduciary obligations, particularly with respect to compliance with laws and regulations applicable to non-profits

Julf Helsingius (GNSO NCPH NCA): (07:38) And "reasonable", "typical" and "best practice" will be very different in terms of efficiency

judith hellerstein: (07:38) To be #10 would be could the fellowship or mentor program apply for these funds

Alan Greenberg: (07:39) @Judith. No restrictions in Charter. That is what we need to either allow or not, and if allow, decide on parameters.

Alan Greenberg: (07:40) One possibility that has been discussed is to use the funds  to top up the reserve. but your ideas could be allowed as well.

Nadira ALARAJ: (07:40) Are there any public comments period?

James Gannon [GNSO]: (07:40) Yes after our initial report

Asha Hemrajani: (07:40) #10 is a real possibility and should not come as a surprise. One possibilty is the replenishment of the Reserve Fund, as Alan just mentioned.

Alan Greenberg: (07:40) Charter rquires us to have specific public comments

Alan Greenberg: (07:41) and we can have more if we dcide we should

James Gannon [GNSO]: (07:41) +1 Alan

Alan Greenberg: (07:41) [I was vice-chair of the charter drafting team, so I hav some idea of what it says!  ;-)  ]

Daniel Dardailler: (07:42) what is the proper way to comment on these 11 questions ?

Daniel Dardailler: (07:42) mailing list ?

James Gannon [GNSO]: (07:42) Yup the work plan will likel set out how we will deal with them all

Denis Munene Mwaniki: (07:46) will the slides be shared on the mailing list?

James Gannon [GNSO]: (07:47) Whatever disbursement strategy we will arrive on, we will always be bounded by ICANNs 501c3 status

Marika Konings: (07:47) @Denis - you can find the slides here: https://urldefense.proofpoint.com/v2/url?u=https-3A__community.icann.org_x_D7HDAw&d=DwICaQ&c=FmY1u3PJp6wrcrwll3mSVzgfkbPSS6sJms7xcl4I5cM&r=PDd_FX3f4MVgkEIi9GHvVoUhbecsvLhgsyXrxgtbL10DTBs0i1jYiBM_uTSDzgqG&m=93Dqwmko7rD04a7BuOw9FmIAvf-Rc8suWIT_JP2PdtI&s=wa5lskUiIq_4Tn-edMzWYj8WB81b-GZrDxSIAcFwGOs&e= . They were also shared with the agenda.

Denis Munene Mwaniki: (07:47) thank you.

Asha Hemrajani: (07:47) yes @James we cannot jeopardize our non profit status

James Gannon [GNSO]: (07:48) Yes this will alwyas have to be a core our every discussion

  Ching Chiao: (07:49) point well-made, Alan !

Marc Gauw: (07:50) We do at NLnet Foundation...

Alan Greenberg: (07:50) I have some such expertise and would be glad to share my perspective.

hadia.elminiawi: (07:50) Maybe part of the work that could be included in the work plan is to define the various constraints

Alan Greenberg: (07:51) Yes, it is the corporate organization that has the tax status liability.

Erika Mann: (07:51) I would like to offer such kind of expertise (I evaluated one of the largest capital fund/10 Billion) and I will send names of other experts as well (Gates Foundation).

Julf Helsingius (GNSO NCPH NCA): (07:52) Let's ask the Gates Foundation :)

Peter Vergote (.be): (07:52) DNS Belgium has worked together with a foundation called Close the Gap in the past. Happy to provide information or ask them to give

Peter Vergote (.be): (07:52) a presentation if this is helpfull for this ccwg.

Erika Mann: (07:52) I will send more information by email

  Vanda Scartezini: (07:52) thnaks Erika

  Erika Mann: (07:52) Hi Vanda!

Alan Greenberg: (07:53) National development programs are common and easily are as large and larger than ours.

Mary Uduma: (07:53) Happy to share my experience in such efforts in work with the Telcoms Regulator and the ccTLD.

Vanda Scartezini: (07:53) foundations that I am chiar of board here  are around 150 million USD maximum

James Gannon [GNSO]: (07:53) That would be fantastic Erika, as I said eperience with funds of scale is rare

James Gannon [GNSO]: (07:54) @Alan Agreed but I would see NDPs as a different beat to private foundations

  James Gannon [GNSO]: (07:54) *beast

Marc Gauw: (07:54) So happy to provide input on how NLnet is handling its fund

Julf Helsingius (GNSO NCPH NCA): (07:55) Yes, NLnet is probably a good example

Marika Konings: (07:56) as you build the list, you may also want to start thinking about specific questions you would like to see answered that will assist the CCWG in its deliberations?

Alan Greenberg: (07:56) @James. Yes, but there are overlapping aspects. I have done a fair amount of work on policy and implementation of NPD in the ICT area and I see a lot of alignment.

James Gannon [GNSO]: (07:57) Yes for sure, just on the fund management side and legal tax advice is where I think we will end up looking external.

Alan Greenberg: (07:58) Many aspects to look at. Understanding how to select projects, concept of risk associated with them and evaluations of success. very much common.

  James Gannon [GNSO]: (07:58) Yup!

James Gannon [GNSO]: (07:58) No please use GDocs please

judith hellerstein: (07:58) I am fine with google docs

Vanda Scartezini: (07:58) legal certainly since California legal framework needed to be respected

Erika Mann: (07:59) Google docs +1

  Vanda Scartezini: (07:59) + 1 Erika

  hadia.elminiawi: (07:59) +1 google docs

Asha Hemrajani: (08:03) I think every 2-3 weeks would be good

Daniel Dardailler: (08:03) Is this table on the Web ? and what does Impact means ?

Vanda Scartezini: (08:04) 90 minutes for the beginning looks fine too
