While I generally support the goal, I was part of the small group working on the definition and it is not as simple to define. ICANN does not address content, per se, for example. When I was just joining some wanted to use the term "open Internet", and I objected and explained that this was a sort of "term of art" that referred to Net Neutrality in the US and Europe.
That is why we moved to open and interoperable Internet. Of course, we can say: open and interoperable Internet, consistent with ICANN's mission [link to ICANN's mission].

The Board letter indicates that they were concerned about how specific our examples were in this initial update to the Board of the group's activities, but as we are now working towards a more ultimate outcome, our next step will no doubt be to look at these examples from a more high level about overall recommendations for potential applications, since we have just been through the comprehensive process of gathering these specific possibilities and discussing their pros and cons. And we have some examples of suggestions that were not considered appropriate.
Although it is still the work of the group to provide its own guidelines for the uses of the fund, with reference to the issue of the group's intent to support ICANN's vision of an "interoperable internet", I believe we would greatly benefit from more concrete advice from the Board about how we might be able achieve the intent of this direction, in order to pass on to potential applicants about how they might more appropriately use the funds to support this important ICANN purpose.
