voici mes commentaires et mes propositions en quelques lignes

1- Pour la partie résultats attendus (3.1.3) de la rubrique 3.1 sécurité,

 il ya deux idées magnifiques ceux : 

de la promotion, sur coûts d accès internet (Better promotion for a systemic approach to interconnection in Africa to help lower

the connection costs for the end users)

 et l'harmonisation des politique des Noms des Domaines en Afrique,

Dans les mesures apprendre je n’ai pas vu les mesures concernant la questions des coût et l harmonisation c est ainsi je propose que :

 L’Icann se constitue en lobbying et  aussi comme acteur pour faire plus de plaidoyer auprès des gouvernement ( Régulateur, Ministère des poste et télécom) sur la question des taxations  de l'internet et des coûts pratiques afin de faire d'internet un produit accessible a tous,

 L’ICANN soit un ambassadeur auprès des gouvernements et communauté dans la mise en place des politiques claires, transparentes et harmonisées des registres et des registrar   en promouvant l émulation des CCTLD

L’Icann aide à faire la  promotion auprès des institutions, entreprise,  gouvernement et université  sur le rôle et l'intérêt d avoir des  contributeurs,et accompagner  dans la mise en place d’ une stratégie globale pour la valorisation

2- Pour la partie 3.3.1 Stragic Objective

il serait souhaitable pour les objectif de la région pouvoir  intégrer aussi la sensibilisation et la promotion  sur le Nom de domain géographique, qui est enjeux majeur pour demain sachant tous la diversité des peuples, des cultures et des régions géographique  existant en Afrique

3- Autres 

Iil serait aussi très intéressant que l'on rajoute de la sensibilisation et la promotion sur protection des donnée personnelle, et faire l'accompagnement pour la mise en place des Tasks force sur la question 

 Faire un  plaidoyer auprès du secteur public et des privés sur le  rôle  et l importance  d un écosystème salutaire pour les entrepreneurs (STARTUP ) et aussi faire un  lobby pour le mise en place d'un régime fiscal particulier pour les start up, afin d'avoir une industrie de DNS résiliente

In the actions steps  I have not seen the measures concerning the issue of cost and harmonization so I propose that :

 Icann is constituted in lobbying and also as an actor to do more advocacy with governments (Regulator, Ministry of Post and Telecom) on the issue of Internet taxation and practical costs to make the Internet a product accessible to all,

 ICANN should be an ambassador to governments and the community in establishing clear, transparent and harmonized registry and registrar policies by promoting CCTLD emulation.

Icann helps to promote to institutions, companies, government and universities on the role and value of having contributors, and to assist in the implementation of a global strategy for the valorisation of

2- For part 3.3.1 Stragic Objective

it would be desirable for the objectives of the region to be able to integrate also awareness and promotion of the Geographical Domain Name, which is a major challenge for the future, given the diversity of peoples, cultures and geographical regions in Africa.

3- Others

It would also be very interesting to add awareness-raising and promotion on personal data protection and to accompany the setting up of task forces on the issue.

 Advocate to the public and private sector on the role and importance of a healthy ecosystem for entrepreneurs (STARTUP ) and also lobby for the implementation of a special tax regime for start-ups, in order to have a resilient DNS industry.
