To whom it may concern, Please for the record I object and disagree with the proposed increases in .com price and also the unfair position of Verisign and the new agreement between them and ICANN. We are a small business that struggles everyday to have the chance of exposing people to our products. Price increases affect smaller businesses disproportionately to large companies. Those companies will then enjoy knocking off smaller niche businesses that reduce the publics choices and benefits. Small businesses have many products, services and contributions to the world at large. Also small business accounts for many URL registrations and when they are forced out this volume will not be replaced by their larger competitors. Good Afternoon, I believe the proposed changed by ICANN regarding who can manage .com domains is anti-competitive and against the duties placed about ICANN to help keep the internet public and open. While these changes won't affect large businesses and corporations it will affect the many more small operators that helped create the internet as it is and will even more politicize another part of our culture that doesn't need it. Please consider the damage you would be creating upon everyday Americans and small businesses. If you do proceed I guarantee the legitimacy and authority of ICANN will not only be challenged by US political parties but also other nations of this world. I'd rather keep this service open and liberated than trust it with a Profit-driven corporation like Verisign who has continuously proven itself to be an unfit operator. As owner of several domain names, I strongly oppose the proposed amendments. ICANN has repeatedly implied that new TLDs allow for deregulation of the domain registration system, since customers are supposed to move to a new operator if they don't like the policies (e.g. pricing) of their current TLD operator. This argument does not hold water, even granting the assumption that the free market behaves according to the public interest, since the market in question certainly is not free. The simple fact is that one cannot change a domain name: one can only delete their old domain name and start at zero from a new one. This implies that the market is not free at all: each TLD operator is a monopolist in their own namespaces. Deregulation of this non-free market cannot be in the public interest, so I urge the ICANN to reconsider their current destructive course of action.

Good day, I have been informed of the intent to change .com domains between ICANN and Verisign and would like to hereby submit my disagreement to these changes. Without more clarity on how finding will be spent and with the risk of .com domain names rising to disproportionally high levels across the next 10+ years, I do not believe this agreement will be at all in the interest of customers who are at the receiving end of this initiative. As such I would like to request a revision of the changes to protect consumer interests and give us more clarity on what impact the changes will realistically have on us. Best wishes, Claudia Horak

As an individual and small business owner, I find that a large increase in the cost of the domain names as high as 40% is both stifling to innovation and hurtful to other aspiring content publishers and entrepreneurs. In my opinion you are increasing the barriers to entry by increasing the cost of .com domains. Please consider different avenues of accruing funding. Looking at wikipedia…they sneeze the money being pledged by undercutting consumers and they do so through donations. Is there a means by which icann can work with the namecheaps hostgators godaddys bluehosts et. al. to come up with a solution to secure the funding? Thank you for lending me your eyes and ears. ICANN - I own some .COM domains. I just found out about your proposed Amendment 3. I also just found out that the public comment period has been open since Jan. 3rd and has only 4 days remaining. Had it not been for my registrar, Namecheap, I would have never known about this. I don't know what the issue is with all the secrecy. Perhaps it's the sweetheart deal of $20 million you're getting from Verisign. In any case, your proposed changes to the .COM TLD pricing structure benefit no one. Well, I suppose the changes benefit ICANN and Verisign but they certainly don't benefit anyone else. The price increases don't benefit the registrars because they'll just have to pass the price increases on to the registrants. And the price increases don't benefit the registrants. They'll either have to eat the price increases or pass them along as a cost of doing business to their customers. My suggestion is that you do the right thing and keep the .COM pricing structure the way it is. Rick Smith
