Hello, I'm writing to express my concern regarding Proposed Amendment 3 (PA3). I do not think PA3 is good for the future of the internet despite what it may offer in the way of security improvements. There are other, better ways to achieve those goals without the dramatic price increases the amendment provides for. The internet is essentially a global public utility. It's not regulated as such (who would truly have the authority?), but it should be run as such. Since the original changes which froze pricing, it has. I understand the need of price increases. Running and maintaining DNS costs more money now than it did years ago. ICANN doesn't directly raise money through the sale of domain names, but operates on donations from companies who do. Those companies need to make more money to donate more money. All of that is fine. However, the amount and scheduling of increases is concerning. My main concerns are the increase percentage and the scheduling. Year-over-year for 4 years followed by only a two year freeze doesn't make sense for a utility. It /especially/ doesn't make sense considering that the same agreement applies following the total 6 year period. It allows for very significant price changes over the same period of time where, historically, we've seen /none/ and during which the internet has also matured and become essential in so many ways it never was before. That's what we're sacrificing with this strategy—the expansive growth and development we've seen over the last 8 years. Consider 5% every 3 years instead. It's more reasonable, it's more gradual, and it reflects increased costs in a more realistic way. The current schema is clearly a money grab and it's insulting. To whom it may concern, I am writing to express my absolute disgust at the news of this backdoor deal to increase the price of .com wholesale prices. This increase will drastically hurt small web developers such as myself as well as other small businesses that need a website to drive their business. I could totally understand a small increase here or there as the cost of living increases. But to setup a deal that would allow a rate increase of up to 70% for 8 out of the next 10 years is absolutely asinine. All this will do is hurt the end user and all the business along the way. I recently learned that ICANN recently chose to make changes to a contract with Verisign, Inc. in secret. These changes were done without consulting the ICANN community or Internet users. These changes will ultimately cause detrimental harm to the Internet as a whole by increasing .COM domain prices by 40% or more. This is a typical, elitist method of choking out something that is a right to all inhabitants of the world; an affordable Internet. I am sick and tired of the elites and 1-percenters taking advantage of the hardworking people of the world for their own benefit and pleasure. If working for the good of humanity is equal to making close-door deals, then those doing so are clearly working evil instead. I strongly oppose Admendment 3 and highly recommend that this amendment be scrap in every way. I also recommend that all proposals be clearly advertised to everyone that would be affected (usually the world, considering we are talking about the Internet) and given much more than a few weeks for public comment. As a longtime user and low-level developer of web application alongside the three businesses I've started and own, I feel I have enough history to appreciate the depth and breadth of what iCANN's proposal means across a few different web user profiles. I just can't see how one organization, who's attempt to some degree is financially hijacking the system literally everyone has become so deeply embedded and dependent on is just wrong. When a company has virtually no competition, and has been an active participant-(of course alongside many organizations who stand to benefit from possible changes to the web) in promoting deeper and deeper involvement from everyone, and has free reign to take those rare conditions and run against the good to almost every American-(global citizen?), who can read and hold a phone, something has to change. There are reasons that tight rules and conditions are in place for other organizations that are in a similar situation where free-market conditions can come into play forcing competitors to provide the best solution at the best price-not any price. Companies like electric utility companies (which I know a little about), communication companies, etc... When similar kinds of controls are non-existent, and the competitive market forces to keep pricing in check are absent, can anyone blame a U.S. company for taking what they want, any way they want? I am a software engineer with multiple registered domain names used for both personal and business purposes. I wholeheartedly OPPOSE this proposed change for the following reasons: 1. If this proposed change were to take it effect, within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85. The proposed increases do not align with the current rate of inflation and no justification has been given regarding the reasoning for these massive price increases. 2. Lack of accountability. As part of this proposed amendment, Verisign has greed to pay ICANN an additional $20 million dollars over five years. However, there are no stipulations in place regarding how this money will be used or any outside accountability mechanisms for ensuring all dealings are open and honest. 3. The proposed changes will put new registrars at a significant disadvantage. Existing registrars receive 6 months notice for impending price increases and have the opportunity to lock-in prices at a pre-increase rate for up to 10 years. However, new domain registrars will not be able to receive these discounts, giving incumbent registrars a distinct advantage and thus stifling innovation. I urge that the current proposal be abandoned and that a fairer and more transparent price increase model be adopted. Price increases should be consistent with the rate of inflation and not subject to arbitrary agreements made by companies whose interests might not align with the greater good of the internet. May I remind you of the purpose of ICANN, its importance to the internet and foundations upon which it stands? On ICANN's own website, there are words such as "multi-stakeholder model" explained as "This is a community-based consensus-driven approach to policy-making. The idea is that Internet governance should mimic the structure of the Internet itself- borderless and open to all." Are we to understand that these are just words or is ICANN flying in the face of what the internet exists for, and why? I am sure, having watched The Richard Dimbleby Lecture given by Sir Tim Berners-Lee, that he would not be an advocate of what is proposed; neither would Vint Cerf! Hello, I would like to voice my opposition to Proposed Amendment 3. I believe that the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. These price hikes will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. Further, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Deals such as this are an abdication of that mandate; short sighted profit chasing at the expense of all else. Please do not adopt this proposal.

Hello, I want to strongly discourage you from moving forward with Proposed Amendment 3. .COM makes up 73% of all gTLD domain names, and increasing prices for those domain names affects more people than any other. I personally use a .COM domain name, and while increasing prices may not have an impact on large companies, it very much hurts individuals and people with small businesses like myself. Having a .COM domain name makes small businesses seem more legitimate and appeals more to customers. This can often help them get off the ground compared to other domain names. With price increases, many small businesses will no longer be able to afford a .COM domain name. You are effectively limiting small businesses and individuals' ability to operate on the internet. Dear Sirs, As a provider, Verisign has a monopoly over the attribution of the .COM domains. The agreement between ICANN and Verisign wasn't made openly and does not guarantee the freedom of use and the competitivity of the Internet for all users. The price of a domain matters when setting up a website and many small business owners or entrepreneurs who wish to set up an online business or presence, or the user who wants to create a new website to display or promote whatever he wishes to, will be prevented to do so if this agreement goes on. So, as an user of website domains, I ask you to not make that deal with Verisign and leave things as they are because it will ultimately impact very negatively the internet, its use and its freedom. In my case for example I'm an owner of a small local e-commerce in Colombia South America. All my customers doesn't have the same buying power as the ones in developed countries like USA. If I increase my prices reflecting your new policy, I won't be competitive in my market. For this reason I will have no choice than close my business and stop using my domain. I have a Ph.D in computer science and I am currently an assistant professor at Franklin and Marshall College in Lancaster, PA. I am writing to urge ICANN and Verisign NOT to raise the prices of the top level domain ".com" Doing so directly hurts a variety of small enterprises and individuals and therefore is harmful to the web in general. When .com domains (by far the most popular TLD) become more expensive it discourages small businesses, individuals, startups, and other similar small / new enterprises from creating their own websites. They will likely turn to alternative "walled gardens" to publish content on the web such as social media platforms. Instead of being able to act independently and build their brand on a neutral, equal opportunity platform they are pushed to grow and reinforce the already massive social media companies. They are also then subject to the rules, policies, and procedures of these companies. Additionally, for many organizations that already hold a .com TLD there is entrenchment. They have built a business and a brand on their TLD website. These price changes are going to extract money from these companies, forcing them to pay more for the same service being provided. This is unfair to those organizations and consolidates large sums of money to an already powerful organization (Verisign). Cheap .com domains help enable innovation, new ideas, original content, and startup businesses. They keep the web an open and free place, and they encourage exploration and independence. A marketplace with more independent actors is more divergent, exciting, and creative. -- -Professor Novak

The news of proposed changes to the contract ICANN has with VeriSign, Inc. is a concern to everyone downstream of them, to say the least. What led to this? A lack of financial prudence? ICANN's unrealistic political and operational targets? A view to increasing profits? When you're talking about increased prices and you're allowed to do that at VeriSign, I don't know that's going to produce any better safety or security from anyone who's paying that additional cost. There is nothing that tells us that would be the case. On the wrong side of history VeriSign and ICANN seem to have us over a barrel. This agreement gives a perpetual monopoly to a company and the power to enact unregulated price increases. This has serious anti-competitive implications. This is not how a non-profit, essentially a public trust, should be run. The resolution of your long-standing and costly litigation with VeriSign is not our responsibility and the cost should not be imposed on us. I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise more than 70% over 12 years will dramatically hurt the internet ecosystem. This rate of increase is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by. It will especially hurt small website operators like myself - and will discourage internet users from creating blogs and personal pages. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user to carefully regulate this monopoly to prevent abuse by Verisign. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future. However, right now, Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market [1]. It's simply not right to allow them to raise prices at this time. Mike..... I have just been informed about your proposal to allow increases in the price of the TLD .COM This is going to have a huge impact on the SME market who are already extremely price sensitive. To whom it concerns, As someone who is new to having an internet presence through my own website, I find it appalling that you’re considering rules that would allow an up to 70% price increase for registering .com domains over the coming years. This would block people like me from being able to create personal websites. Therefore, I oppose the proposed moves being considered. This goes against helping the consumer on the individual user-end just to line the pockets of shareholders. I hope you do the right thing. C.C.
